House Passes U.S. Troop Readiness, Veterans’ Health and Iraq Accountability Act

The House has passed the U.S. Troop Readiness, Veterans’ Health and Iraq Accountability Act, 218-212.

Speaker Nancy Pelosi:

"Rather than sending more troops into the chaos that is the Iraqi civil war, we must be focused on bringing the war to an end. We can do that by passing this bill that transforms the performance benchmarks that have already been endorsed by President Bush and the Iraqi government, into requirements…Benchmarks without deadlines are just words. Four years of this war, words are not enough."

Rep. Murtha (PA-12):

"My grandmother lived to be 96. I was 6 years old when she died. She said you're on this earth to make a difference. We're gonna make a difference with this bill, we're gonna bring those troops home, and we're gonna start changing the direction of this great country."

Rep. Murphy (PA-08):

"To those on the other side of the aisle who are opposed, I want to ask you the same questions that my gunner asked me when I was leading a convoy up and down Ambush Alley one day. He said, 'Sir, what are we doing over here? What's our mission? When are these Iraqis going to come off the sidelines and fight for their own country?' So to my colleagues across the aisle - - - your taunts about supporting our troops ring hollow if you are still unable to answer those questions now four years later."

It is long past time for some measure of accountability when it comes to the war in Iraq. In November, America voted for a new direction, and most especially, for a new direction for the war in Iraq. The President's insistence to escalate the war, ignoring the advice of military experts, his own advisers, Congress and the American people has been painful to watch.

The NYT quoting the Speaker:

Speaker Nancy Pelosi called the legislation, which took the form of an emergency spending bill, “a giant step to end the war and responsibly redeploy our troops out of Iraq” and concentrate on Afghanistan, “where the war on terrorism is.”

A few hours before the vote, Ms. Pelosi summoned Democrats to a closed-door meeting in the Capitol basement, hoping to impress them one more time with the importance of the proposed legislation, the Democrats’ boldest step yet to try to end the war.

“It’s historic,” Ms. Pelosi said in a brief interview, “for our party and our country.”

It is historic. And long past time. It took the hard work of our new Democratic Congress and it will continue to take hard work to bring this war to an end. But today the Democrats in Congress clearly stood with the majority of the American people and showed their determination to end this war.

Over the past few weeks I have been reluctant to write about the war in Iraq. A very close friend of mine was deployed early this month, as part of the escalation, and I would tear up as I tried to write about the latest news.

Today, I have renewed hope that we have turned a corner, that we are on our way to bringing this war to a close. And despite the President's stubborn instance to stray from his decided upon course, I am reminded of what I knew before the Speaker and the new majority were sworn in: that Democrats are committed to bringing our troops home and ending this war.

Where the President has been unable to lead, the Congress will. As Senator Webb said in his response to the State of the Union, we will show him the way.

The American people want their kids home now! The troops only disruption in their lives has been the result of bush separating them from their families and sending them to a war that was organized based on lies.

Although I did not believe that this bill went far enough, I'm glad to see it passed, if for no other reason then because I was treated to such lavish displays of intellectual dishonesty among the Republicans. Listening to Sam Johnson of Texas on the House floor was a particular delicious tidbit. Does he really think we citizens don't know that whether the troops get what they need or not does not depend on this bill but rather on how the Bushies choose to allocate funds already in their possession? Do they believe we are too stupid to see through their efforts to milk the very last drop of nationalism to their advantage by painting such a false picture?

They underestimate us, as we hinted in the 2006 elections. They will have no doubts about where we stand after the 2008 elections. We're taking names, taking names!

Don't let the perfect be the enemy of the good. This is the best bill we can get passed now. Many of us wish it could have been stronger, but that wasn't possible, and politics is the art of the possible.

Let's support our people when they try to take a step in the right direction. Congratulations to Democrats on the Hill.

Bushy didn't look very happy today did he? He's not getting the usual rubber stamp he has coveted for so long. Both Dems. and some Repubs. actually said No, No, Georgie, you can't have it your way, you will have to co-operate with the people of America. It's funny, you don't even have to look far to find out what Georgie Boy is doing wrong or what his intentions are with this bill. He constantly tells us by accusing others of his misdeeds. He wants to pork up this spending bill to fill his buddies pockets, as well as his own, so what's he do, he cries foul on the Democrates for Porking up the bill. We know who's been mishandling and allowing our tax money to conveniently disappear without a trace. He cries that the ground troops won't have the funds to carry out the war. Well, we have given Billions, Trillions of dollars to this war, and ask any service man, they aren't being paid a Million dollars a year, their armor, weapons, and vehicles are shoddy at best. He hasn't been using these funds to help our guys, he's using this money to build palaces fit for a king, and other unnecessary wants. He isn't helping the troops with this money, and the reason he is asking for so much this time around is because, it's the last time he can use the war to rob Americans of their tax dollars. He has to get as much as he can on this last hiest, it's over after that, he won't be President for much longer. Let him bring on his Big Old Veto Stamp, let him stamp his feet, and let's fight him for all he's worth. Shame his Mommy and Daddy never taught him the Word No when he was growing up, it's a shame the job has to be passed on to us to teach him.

JodyBoth, you hit the nail on the head. He is a very spoiled rich kid who was the apple of his daddy's eye. "No" is not a word he has ever had to handle without lying and manipulating those around him. Trouble is, if you're rich, those around you are there ONLY for the bucks, so naturally they are going let themselves be manipulated.

Indeed. Once I saw how narrowly it passed, I understood why it had not been stronger. What boggles my mind is how so many representatives choose to ignore the wishes of their constituents. How many of those stubborn Republicans will survive the next election cycle?

Thank you WatchfulEye, I've never seen such an act of Spoiled Transparency, as the show we are invited to watch almost everyday, when this fat faced ignorant child marches up to the podium and sticks his ugly face on my TV, and opens his manipulating mouth, to pour out more lies. I don't want to see it and I don't want to hear him anymore. His 37% of people who still trust and believe in him, are just friends and family, and they have to, for fear his have a hissy fit and take away their toys.
Seriously though, I have the contact info. from DemocratKickingAss, and I intend to make calls, heck I'll do whatever I can to try to keep the wave moving forward, I don't want to see this go the way all other decisions that don't make the President happy go, out the window.

Nearly a quarter million Americans have died on our nations highways since this so-called war began. We have witnessed $100,000 subsidies for big gas guzzling pickups and SUVs. The price of gasoline is back to $3 a gallon on the West coast. We have witnessed windfall subsidies and profits for the big American oil companies. We have spent millions to back the hydrogen economy with the backing of big oil and the car companies. Iraq now may grant access to it's oil contracts to big oil. The oil companies control the patents on batteries for electric vehicles. I believe we have been witnessing large American monopolies buying time as the technology now exists to end our oil based economy. Large vehicles on our roadways slow the transition to alternative fueled vehicles and provide a base to raise oil prices. Windfall profits would be needed to buy into the new fuel monopoly that is hydrogen, forcast at $3 a gallon at the pump. Gas stations would be the only viable means of dispersing this new monopoly fuel source. Car companies could buy some time with big gas guzzlers as electrc vehicles with few moving parts would devastate their chief source of profitability, the replacement part industry. Once again we see big profits driven by subsidy, AKA the SUV tax credit. War drives oil prices. Once again I come back to windfall profits to bankroll a transition from the oil based economy and maintain monopoly control of whatever replaces it. Secret energy task force or war council, either way the American people have been manipulated for the profit and continued benefit of the few. Children die from lack of healthcare, HUD may severely cut back housing for the poor to pay back losses from the sub-prime lending scandel. Mostly low income minorities are losing their homes in record numbers and no help is coming because the government needs to finance this war. One trillion dollars could have transitioned our oil based economy and saved many thousands of American lives here at home. I do not believe we have another year to allow big industry to control the future of the American economy and people. We can begin to break the stalemate in Congress once we begin unraveling this bigger picture that has underlied what has been done to us over the past few years. Please focus on the big picture, tell the truth to the American People and we will be there for you when you finally take on the big issues and end these compromises to our morality.

As much as I dislike the corrupt Bush Administration and resent all of their lies that that got the U.S. into this deep mess in Iraq, still as a pragmatic thinker I have some deep concerns and problems with this bill.

Under new military management of the war there is some signs that some sectarian violence and killings have lessened in parts of Baghdad, and may work if the same policies can only be implimented nationwide in Iraq. Car bombing remains just about as bad, but at least less persons are showing up dead in the streets of Baghdad each morning as victims of sectarian death squads. Certainly the U.S. broke and ruined Iraq, and someone has to put the nation somewhat back together in some accceptable order before the U.S. troops can ethicly exit in any mass numbers. Anything less is simply unrealistic and antihumanitarian.

The UN currently has 15 peacekeeping missions in the world including in Kosovo, Lebanon, Haiti, Ivory Coast and other areas where China, Russia, Germany, France and other nations volunteer more than 83,000 troops to keep the peace and prevent one ethnic group or other group from killing others. Should these international peacekeeper troops all withdrawal as well simply because they also suffer wounded and killed, and allow 15 more dangerous open wars to pop up in the world? Should the U.S. become the only major world state to ignore vital peacekeeping duties when even nations like China are willing to sacrifice troops in the name of world peace?

Many of the U.S. troop deaths are from roadside bombs, not combat actions such as firefights. If these roadside bomb attacks could be better controlled and American deaths fall way down, would the many in the public be more likely to support largely peacekeeping, training and other basicly noncombat duties? Many of the reserve soldiers in Iraq are police officers in the U.S., and their duties in Iraq are often little different than meth drug or other crime raids or policing actions here.

Iran almost certainly would move troops into Iraq after a U.S. exit and possiby have a war with Saudi Arabia over sectarian Shiite vs. Sunni interests and threaten the entire MidEast oil supplies. Is the American public really ready to pay $5-8 for a gallon of gas, and have all products in the stores including food skyrocket due to increased transportation costs? What if your workplace closes down because of a shortage of fuel and you have no income to pay your rent and end up homeless?

If Bush vetoes the bill, and basic equipment for U.S. troops begin to dry up within three weeks, are Democrats willing to throw away millions of votes from angry voters who felt that the Democrats let the troops down in Iraq right in the middle of a mission? At least one poll that I've seen has indicated a small public opinion poll bump for Bush as some voters turn against the Democrats on this issue. And this is despite the current Libby, Walter Reed and Gonzales scandals, that some voters now move back to support Bush. This indicates how angry this bill makes many military or other interested families.

The bill contains millions of dollars in needless pork spending for industries that often made their own problems such as peanuts, shrimp or spinach. I though the Democrats were supposed to be against wasteful spending, not advocates for it. I thought Democrats promised change if elected and would not act like Republicans who vote pork for their districts or pet interests or big political donors.


In short, this bill is very troubling to me. It advocates walking away from a humanitarian crisis we wrongfully created in Iraq. Unfortunately, simple ethics and basic decency suggest that the U.S. at least stabilize the situation in Iraq enough so that the sectarian bloodbath slows and Iran is not encouraged to enter Iraq and create a serious regional war that could even become WWIII if enough combatants from the MidEast and other states become involved. As bad as Iraq is now, the situation could potentially become far more dangerous for world peace and impact the U.S. than it does now. This Iraq bill was simply bad for many reasons and no real solution to any major problem related to this war. And I haven't heard a single intelligent argument yet to justify this bill that I've found credible so far. The best some in Congress could claim is that the American public wanted this bill. But issue by issue in this bill, I doubt many Americans really want the serious potential consequences of this poorly thought out bill.

As much as I dislike the Bush Administration, I fully expect them to declare some sort of symbolic victory at some point after setting Iraqi forces in charge of their own security in 2008, much like Nixon did in his 1973 Vietnam War, "Peace With Honor" treaty, to benefit his Republican Party. But for the Democrats, plenty of political dangers are open, and carry substantial risk for the party in 2008. Democrats need to be very careful and thoughtful in any legislation they pass and really think about all of the consequences before voting or proposing some issues.

Too quick of an exit from Iraq of U.S. troops will only invite potential problems that will make the current problems in Iraq look like nothing we've seen. And the potential loss of lives, including American, could really blow off the chart if a regional or world war results. This isn't a reasonabnle or realistic path to peace. Iraq was a huge mistake, but requires an orderly solution and peace, not this quick and easy political cop-out.

Cheney: Early Iraq Pullout Won’t Be Allowed

US Vice President Dick Cheney has assured political allies that an early withdrawal of US forces from Iraq would not be allowed, despite efforts by Congress to impose a deadline on US combat operations there.

The comments late Saturday followed a historic vote Friday in the House of Representatives, which called for a pullout of US combat troops from Iraq by August 31, 2008 — regardless of whether Iraqi security forces are ready to take over from them.

President George W. Bush has vowed to veto the measure. But the threat has called into question the future of a 124-billion-dollar emergency funding bill, to which it is attached.

Lacking line-item veto power, Bush can reject bills only in their entirety.

In light of this circumstance, the president acknowledged earlier Saturday that if the bill that finances the wars in Iraq and Afghanistan is not passed by April 15, the military “will face significant disruptions.”

Cheney for his part used his appearance before the Republican Jewish Coalition in Manalaplan, Florida, to reassure allies that the current political struggle will not result in a precipitous US withdrawal from Iraq.

The speech marked a ratcheting up of a tense standoff between the White House and Democratic-controlled Congress, which is under heavy pressure from constituents to find a way to wrap up the war that most Americans now believe was a mistake.

Democrats made clear they have no intention of backing down. In a radio address Saturday, Representative Paul Hodes said the era of blank checks issued by Congress to the president was over and urged Bush to respond “by listening to the American people.”

The angry debate added a new wrinkle Sunday, when a leading US foreign policy expert, former national security adviser Zbigniew Brzezinski, delivered a stinging rebuke to the whole concept of the war on terror, arguing it was promoting “a culture of fear” that was being exploited for political and financial gain.

“The sense of a pervasive but otherwise imprecise danger was thus channeled in a politically expedient direction by the mobilizing appeal of being ‘at war’,” he wrote in The Washington Post.

The fear, Brzezinski argued, was also being exploited by so-called “terror entrepreneurs.”

Democrats Complicit in Attempts to Steal Iraq Resources
Secretly protected by the new 'surging' of troops into the streets of Baghdad, both Bush and Maliki hope to get the violence quelched long enough for members of Parliament to show up for work. And pass their vast resources off into Bushs hands.

Finally, after years of Bush/Cheney sadomasochistic foreplay, they are about to reach the ultimate climax of the real Iraq war: an orgasmic explosion of foreign hands plunging into the virgin resources of Iraq.

Previously denied by Sadaam, Bush and Cheney had to kill him and hold a knife to the rest of the Iraqi throats to get Iraqs natural resouces de-nationalized.
Bush,Cheney, Haliburton, BP, EXXON, and other friendly 'Bushies' will own and have under their control one of the key sources of oil, and wealth, on the planet.

That's the real heart and truth of the 'share the oil' hydro-carbon bill. Bush and Cheney wrote it. The rest of the worlds papers have been screaming about it. But the U.S. is silent. The Democrats quietly support Bush on this.

No one is stupid enough to believe that. Except our Democrats. Or do they really?

Be warned: Pelosi included the passage of Iraqs bill as one of the key benchmarks...beforetroops can be withdrawn ..in the defense spending bill just passed in the House.


And then this morning on Washington Journal Senator Klobuchar of Minn. was asked about the exploitive nature of the bill by a concerned viewer. The Senator never answered the question, and changed the subject.


The Democrats I used to know would be outraged at such exploitation. Senator Landreau on the floor of the Senate constantly complains of how Louisiana got screwed out of its share of the oil wealth. And we all know how well the Alaskan natives got screwed.
Yet we're willing to let our troops die and kill for the very same exploitation of the Iraqi people we so desperately want to free from ..evil-doers??

This isn't our Democratic party anymore.

They show their reverence not to the citizens of the U.S., not to the voters who put them into office, not to our morals, not to our sense of humanity, not to our troops and certainly not to the long established base values of the Democratic party: real Democrats wouldn't insist on dropping cluster bombs in civilian areas.

When Nancy Pelosi took out a provision in that same spending bill requiring the President to come back to Congress for approval before any action is taken against Iran, after a meeting with AIPAC, I believe that was the equivalent of a traiterous act against the interests of the United States!

They have become Israels poodle. The U.S. is now Israels poodle.

My country is still on a perilously wrong track. Even more so today.

Someone needs to ask these stupid lying gullible politicians:
what will happen to 'democracy', to Iraqi 'friendships', to terrorist recruiting, to our image, to the broader peace in the Middle East, when the world agrees that we, the #1 superpower, are now just a bunch of lying, plundering killers working in tandem primarily with Israel.

Oh wait, they already think that don't they?

I am SO DISGUSTED by this bill. What a horrible message to send our enemies - give them a timetable to wait us out. This is insanity. I disagree with ALOT of Bush's policies, but I do believe he is the only one standing between us and Muslim extremists who wish to bring on our destruction. If this bill was so incredibly popular and the "right thing to do" why did so many votes have to be bought with all the pork that was added to the bill. What does spinach and peanut storage have to do with the war and supporting our troops. (Take a few minutes to read the billion-plus in special projects added to this bill for Represetatives that were wavering on their vote) Is this really what the American people want. This is the most embarrassing thing the Dems have ever done. It keeps getting harder and harder to defend my being one. Folks, you need to understand that there is more to this than political parties bringing down the Bush administration. You need to search out what is going on and make WELL INFORMED decisions. Stop being hand fed what to believe by people who have something to gain from how it is spun.

After reading through all the cumments on this I can see that many of you don't know who the US is actually fighting against in Iragi. I thought our army was shooting and killing only insurgents and Saddam's men. However after reading about several USA army men/women who have been on the frontline I can honestly say I am shocked to learn that they have been shooting at Iragi cillivans. I am talking about not only men, but women children and yes even babys.
I for one am happy to hear about this bill as it is a start. Enough is enough. To check out what is really happening on the frontline check out courage to resist web site. This is why the war must end now.

Quit playing politics and get on with the job your suppose to be doing . I have voted democratic for 40 years but, the party has become weak and very liberal . Wake up .

Like their counterparts in the House, the Senate has larded its version of an “emergency” war spending bill with nearly $20 billion in pork-barrel outlays, including $100 million for the two major political parties’ 2008 presidential conventions.

The $121 billion bill includes $102 billion for the troops fighting in Iraq and Afghanistan, as well as $14 billion for Hurricane Katrina aid and more than $4 billion for “emergency farm relief.”

“Congress will have to make the choice between booze and balloons or bullets and body armor,” John Hart, a spokesman for Sen. Tom Coburn, R-Okla., told The Examiner on Monday. Coburn and a handful of other senators hope to shame their colleagues into stripping the pork out of the war spending bill.

The Senate bill is $18 billion more than President Bush requested for military operations. The House bill, which passed last week, exceeded the administration’s request by $21 billion and included money for spinach growers, peanut storage and citrus farmers.

If the Senate bill goes to conference committee as written, the two chambers may find themselves fighting over the best cuts of pork.

Coburn and his fellow pork foes will offer a series of amendments this week aimed at eliminating fat domestic spending or redirecting it to crucial needs for soldiers, sailors and airmen.

“Maybe this is what Democrats mean by ‘phased redeployment’,” Hart said.

Senate Appropriations Chairman Robert Byrd, D-W.Va., Monday defended the extra spending, describing it as “common sense and good economics.”

“Funding for the war is not the only critical need worthy of the supplemental spending,” he said. The war “must not obliterate every other concern.”

The $100 million for the political party conventions — $50 million for the Democratic convention in Denver and $50 million for the Republican convention in St. Paul, Minn. — is included in a section described as “Katrina recovery, veterans’ care and for other purposes.”

The Senate Appropriations Committee noted that the committee provided roughly $50 million to help defray the costs of policing the 2004 conventions. A senate staffer pointed out, however, that the 2004 funding earned approval through the normal appropriations process rather than the less-stringent “emergency” process permitted for the current bill.

The new bill also includes $13 million for “ewe replacement and retention,” $24 million for sugar beets growers and $95 million for dairy producers.

Minority Leader Mitch McConnell, R-Ky., said the bill contains “enough in each of the four food groups for a balanced meal.”

And it includes $3.5 million for the Capitol’s guided–tour program and $20 million for, in part, insect infestation control in Nevada, thanks to Majority Leader Harry Reid.

Among the other beneficiaries of the Senate “emergency” war bill is the tree assistance program, including, specifically, Christmas trees.

“This bill is both literally and figuratively a Christmas tree,” said one Senate staffer who has studied the bill.

I agree whole heartedly with Harry Reid, Joe Biden, and Hillary Clinton who declared 2 years ago that setting a withdrawal date would be a very very dangerous thing to do. Oops - I forgot, we're not supposed to remember that - it has been struck from the record. It's not about the war anymore - it's about politics, pork and grandstanding. I hate when they think we are stupid. Don't prove them right. Pay attention - get informed.

Incidently, Hotrodruss, do you really think the American soldiers are killing babys (his spelling - not mine) You know I see the Congress pass a bill like this and I think "My god, they must think we're idiots" and then I see a comment like yours and I think "My god, they're right.

Hooray for Pelosi!! She is awesome!! We need to get home and just protect our country. We need to leave them to their own because we all know the fighting will never stop whether we are there or not!!! I'm so glad things are changing. If I was ever questioning my political choice, I am NO LONGER!! Demos all the way!!!

Setting a withdrawal date is a dangerous thing to do?
Setting a invasion date was a hell of a lot worse. We sent a lot of people, many of whom were ill-equipped and badly trained into a morass on illegitimate marching orders by a president who formed a conspiracy to lie to the American People to get their approval of this illegal act.
Every day we are there we are recruiting more and more fighters for the terrorists.
A withdrawal date is a good thing.
