Is Kansas Another Katrina?

On Monday, we reported that in the aftermath of a killer tornado that ripped through Greensburg, Kansas, Governor Kathleen Sebelius said that the rebuilding effort would be hampered because 60% of the state’s National Guard equipment is now in Iraq.
Today White House spokesman Tony Snow blamed Governor Sebelius for not "following procedure" in requesting additional National Guard equipment:
"As far as we know, the only thing the governor has requested are FM radios. There have been no requests to the National Guard for heavy equipment...We are eager to provide what Kansas needs. But...you also have to go through the process of making the request first."
Snow added, "I’m not aware of any prior complaints," from the governor on the issue of National Guard readiness for emergencies.
Now it turns out that Governor Sebelius, a Democrat, had asked the Bush administration on multiple occasions to replace missing National Guard equipment in Kansas. Hat tip to ThinkProgress for the following timeline, with some modifications:
– Dec. 30, 2005: Sebelius writes to Rumsfeld requesting new equipment. "The Guard was critical to responding to recent blizzards and floods in Kansas, yet its ability to respond to similar situations is being diminished by a lack of equipment," wrote Sebelius. Included with her letter was a list of equipment Kansas had lost to the Iraq war. [Kansas City Star, 1/21/06; Topeka Capital-Journal, 6/29/06]
–Jan. 2006: Sebelius personally urges Bush to increase National Guard funding. In a one-hour motorcade ride in Kansas with Bush, Sebelius expressed concern about "a reduction of National Guard troop strength in its next budget." Bush assured her he was "dealing" with the shortages. [Topeka Capital-Journal, 1/24/06; Kansas City Star, 3/11/06]
-Feb. 2006: Sebelius signs letter from National Governors' Association asking Bush administration to replace missing National Guard equipment. "Governors of both parties said Sunday that Bush administration policies were stripping the National Guard of equipment and personnel needed to respond to hurricanes, floods, tornadoes, forest fires and other emergencies." –June 28, 2006: Sebelius sends Army Secretary list of equipment lost in war. In a meeting with Army Secretary Francis J. Harvey, Sebelius told Harvey that the state had lost about $140 million in National Guard equipment to the Iraq war. Her office then sent him a list of the lost equipment. –Sept. 2006: Sebelius lobbies for replacement of National Guard equipment sent to Iraq. "Kansas' congressional delegation, Sebelius and governors from around the country have been lobbying the Pentagon for increased funding to replace National Guard equipment that has been left in Iraq or damaged beyond repair after repeated use in war." [AP, 9/5/06]
Tens of thousands of National Guard members have been sent to Iraq since the start of the war, along with much of the equipment needed to deal with natural disasters and terrorist threats in the United States.
The Government Accountability Office reported back in January that out of 300 types of equipment needed in natural disasters, the Guard had fewer in all categories than it did in 2001, before the wars in Afghanistan and Iraq.

Of course Republicans are going to try and spin and blame everyone else but themselves. I think it's pretty clear they haven't learned much after the horrible tragedy of hurricane Katrina. It's a disgrace. Those that don't vote need to wake up, get registered and get out there and vote to hold these failures accountable.
Bottom line: Why does anyone running a state HAVE to call for help when with today instantaneous media, those with the key to bank vault already KNEW what needed to happen?

I could not believe they were blaming the governor! Randi Rhodes just covered it. Infuriating.
I predicted this would happen right after Gov. Sebelius came to Greensburg, KS immediately after the clouds cleared.
You would think Bush would at least have some people around him who would reach over, thump him on the head and tell him to wake and get off his ass and help instead of making himself look again like a horse's ass.

And who is really surprised at the response from this administration?! National guardsmen have NO BUSINESS being sent out of the country. Has nobody noticed that the NG is George's draft? Notice that HE didn't go to war because that was why he was in the National Guard in the first place. Personally I think all politicians should have at least one family member in the services in Iraq or Afganistan.
This has me very concerned. I live within 90 miles of the Gulf and very near Enterprise AL. There is no guarantee my house will still be standing by October. And now you're telling me there will be no help? Of course we all learned that lesson from Katrina, didn't we? The lesson of Republicanism is YOYO - You're On Your Own. Now how do you like it?
By the way - if the Republicans are YOYO, the Democrats are WAITT - We're All In This Together.

It is my understanding that most national guards are underfunded and using old, outdated equipment. I can understand the Governor not requesting heavy equipment now (if in fact that is the case) if her repeated requests for equipment were denied in the past.
Around the time Bush was running for his first term as President the press was talking about how candidates with experience the private sector businesses had excellent backgrounds for public office - running budgets etc. My perception of private sector businessmen is that many of them are always trying to cut corners hoping that nothing bad happens but shifting blame to other when something bad does happen. These businesses often fail as was the case with Bush. That is not my idea of a good public servant.
I have always been against the war in Iraq. I knew better before the vote for war. The US public and media is largely to blame for the war in Iraq. Anyone paying attention could tell that Cheney and the Republicans were lying about WMD, terrorist ties etc. While they made good arguments about atrocities in Iraq we can't invade ever nation with terrible leaders and Iraq wasn't the worst situation in the world at that time. Even some of the stories of atrocities committed were lies. Although I may be over estimating the wisdom of Congress; I think they just voted for the war due to political pressure and popularity for the war at the time.
The Republicans seem to have an intense disdain against spending US taxpayer dollars on needs within the USA. Instead they prefer going on wild spending sprees to force laissez-faire trade policies (economic genocide) upon the rest of the world. Nothing is noble or altruistic about this war it is for economic control by world dominant corporate interests.
Meanwhile the social, economic, and physical needs of the USA and her citizens are purposely neglect in what republicans term starving the beast. The public they pretend to serve are just inconvenient burdens keeping from serving their true master the huge corporations.
I work in an industry that depends on government assistance in caring for US citizens unable to care for themselves. I also live in the tornado belt which is also affected by ice storms. I am very concerned about the direction government is taking.
I support progressive candidates - real democrats that care about US citizens and the USA. I don't care for democrats that support laissez-faire trade policies (economic genocide) stating that they are democrats because they support gay rights or pro-choice. So far Kucinich seems to be the best candidate the democrats have put forward.
