WASHINGTON (AP) - President Bush will tell the nation Thursday evening that he plans to reduce the American troop presence in Iraq by as many as 30,000 by next summer but will condition those and further cuts on continued progress, The Associated Press has learned.

In a 15-minute address from the White House at 9 p.m. EDT, Bush will endorse the recommendations of his top general and top diplomat in Iraq, following their appearance at two days of hearings in Congress, administration officials said. The White House plans to issue a written status report on the so-called surge on Friday, they said.

The officials spoke on condition of anonymity because Bush's speech is not yet final. Bush was rehearsing his remarks even as the U.S. commander in Iraq, Gen. David Petraeus, and U.S. Ambassador Ryan Crocker were presenting their arguments for a second day on Capitol Hill.

In the speech, the president will say he understands Americans' deep concerns about U.S. involvement in Iraq and their desire to bring the troops home, they said. Bush will say that, after hearing from Petraeus and Crocker, he has decided on a way forward that will reduce the U.S. military presence but not abandon Iraq to chaos, according to the officials.

The address will stake out a conciliatory tone toward Congress. But while mirroring Petraeus' strategy, Bush will place more conditions on reductions than his general did, insisting that conditions on the ground must warrant cuts and that now-unforeseen events could change the plan.

The troop cut of 30K only takes us back to "pre-surge" levels. That is the equivalent of saying that rolling back the Bush tax cuts for the wealthy is increasing taxes. I'm sorry Mr. President, we ain't buying it. Either put the 500K troops in necessary to secure Iraq or bring what we have home. What we have there, what we had there, why we're there, and what you plan to do next, if there is a plan, is insufficient.

I look forward to you address on Thrusday night, Mr. President. Try the novel approach of levelling with the American people. We would appreciate it for once.

And I have more to say. I and others survived last week here in Florida, but the anger is visible. It's been hard to have the media on the Florida side. But we tried and we spoke out for the DNC.

I think Governor Dean is wrong to silence himself and stay off TV...or maybe let the party do it to him...whichever. He is an important voice in this party. So I disagree with him on this.

It's so rare to get an unscripted moment of honesty. Even Colin Powell now says that terrorists can't destroy us, only we can destroy ourselves. Colin ... Colin ... Colin ... Where were you when we needed you the most? If there was one person in the Bush mis-administration that everyone trusted (at the time), it was Colin Powell. If he spoke truth then, the Iraq quagmire may have been avoided.

I am not buying it either. Bush has nothing to sell anymore. He's complete used up his bunko points for the rest of his term. Everyone knows this is just politics trying to make the GOP position more tenable in 2008. I say the GOP has doomed itself. They tied their policy to Bush and they will pay for it in 2008. They did everything they could to make Dems look bad and sabotage every reasonable effort at a true change in course.

David Petraeus is full of it. It's just that simple. Anyone, Democrat, Republican, or reporter who believes him or votes to appropriate one cent of money without binding withdrawal timelines is enabling an occupation of Iraq until at least 2009, and probably beyond.

He expresses the contempt many of us feel at the barren standards of Beltway journalism and the craven behavior of political leaders from both parties in the whole Iraq debacle, of which this Petraeus testimony is just a sideshow. Petraeus's testimony is irrelevant to an appropriately skeptical public that already voted for an end to this war in 2006. It is instead a justification for elites to keep a large American force occupying Iraq. The only recourse is a democratic one, where the people themselves resolve to take their country back.

It seems Bush's promises of 9-11 are like Jackson Square Cathedral promises,all Hollywood presentations with little in results but endless failures to get things down right.

Bush takes over the Iraq War on Mission Accomplished placing Brenner in there for political corruption sending everyone in Iraq out to choose sides against the U.S. Then Bush turns it back to the military with Halliburton, and Republican contractors in place. Bring back the Republican Corporate corruption so real positive change can happen.

Anyone knowledgeable about American politics and has been studying this presidential election cycle should be able to make what's becoming an increasingly obvious conclusion: if any of the 3 Democratic front runners win their Party's nomination, we will have at least 4 more years of a continuation of the current Bush policy.

Hillary can't win the presidency. Obama can't win the presidency. Edwards would have the best chance of the 3, but would most likely be defeated in a close election. Kucinich can't win. Richardson wouldn't win because his position on immigration is too liberal and the Republicans would beat him with it until he was nothing but political pulp. Dodd is not well known enough, though he'd probably make a good president. With all things being weighed, Joe Biden is easily the Democrats best chance of ending the Bush/Republican legacy of failure by beating any Republican who is nominated, most likely Giuliani.

This election, like the last presidential election, will be determined by the fear factor, which ordinarily would mean the Republicans would win, even if they're running a beer-brained dimwit. The difference is that the public has finally wised up to the Iraq failure and every one of the Republicans, save Ron Paul who isn't liked by his own party, have Iraq hanging around their vulture-crooked necks.

But in order for the Democrats to take advantage of this potential weakness--potential because any Democratic supporter who thinks the Iraq disaster guarantees a Democratic victory does not understand the current American political landscape--they have to run a candidate that can convince them that a Democrat will keep them safer than a Republican.

During the last presidential election just after Kerry won the nomination I knew the Dems were in trouble. I argued on the Kerry campaign weblog that for him to win the presidency from Bush, he would have to convince the American public of the same thing this year's Democratic nominee will have to do, that he will do better at keeping us safe than Bush. But in order for him to succeed at doing that he would have had to relentlessly, unmercifully, go after Bush on Iraq. Hell, Kerry wouldn't even condemn the invasion and, therefore, threw away any chance of winning the election. They eventually banned me from their blog.

Joe Biden is, without question, the best Democrat to take it to the Republicans on the question of national security and Iraq. No one else has a viable plan for dealing with Iraq. No one else has the expertise and credibility on Iraq, and national security in general. And he has a kind of gruff, down-to-earth way about him that will appeal to independents and moderate Republicans who are disillusioned with their party. No other candidate has this combination.

So if you like the current direction our nation is headed, you have a choice of voting for a Republican or one of the leading Democrats. You'll get the same result either way. If you want someone to bring stability and sanity back to our government, you'd better get behind Sen. Biden before it's too late. Mark my word, what you read in this post will hold true throughout this election and the result will be at least 4 more years of sinking, unless we get smart for a change and support Joe Biden. Senator Joe Biden for President in 2008.

Watching the "real time" Today Show fro 9-11-01 and Andrea Mitchell (Mrs. Alan Greenspan) was the first to mention OBL.

Brokaw just showed up on the set. He's retired and OBL is still in business making money with the Bush family and putting out videos.

I am so sick and tired the way our Congress has been backing down to Bush and giving his administration everything that they have asked for in the way of this war. I remember the day after the November elections,Bush had his press conference. He made the comment to the press, at that time, "What is everyone looking so down for...I'm not worried". The Democrats taking over the Congress didn't mean one damm thing to him because he knew that Senate Democrats would bow down without a fight. I am so upset with the Democrats in Congress for proving his point that I could just scream. When Bush threatened to VETO the War Spending Bill because of the timelines what Reid, Pelosi and the rest should of done was kicked that Bill right back to Bush (no matter how many times) and let him keep vetoing the Bill. The burden would have been on him. But, instead, what did we do? We backed down and took out the timelines. Biggest mistake on our part. Bush said, lets wait until September for Patreaus' report (as if it was really going to change things) and here we are...back playing Bush's hand in poker. No wonder people are upset with the Congress. Yes, you may have made a difference in ethics reform, minimum wage, healthcare reform, etc but you get a very low rating, in my opinion, on your dealings with the Bush Administration and the Iraq War. In summary, we put you in Congress to do a job so get it done. Get some backbone and start fighting back. I think I can safely say that you have the American people supporting you. Bush is an embarassment to the Country, a tyrant and dictator (just like Sadaam) and most Americans agree on that point. He has to know his limitations. Bush may have the power of the pen (uh right now) but you, my Senate & House Democrats, have the power to hold the money and any other resource. Its time to let Bush know we mean business! This is the time...there is no other time left. If we dont take this opportunity to prove to the American people that we have the backbone to fight, we will never get another opportunity to have a Democratic Congress or President in the future.

WASHINGTON (Reuters) - The U.S. Senate voted on Tuesday to block funding for a Bush administration test program to let Mexican long-haul trucks operate in the United States under 1994's North American Free Trade Agreement.

One day after a fiery truck accident killed dozens in Mexico, the Senate approved an amendment to a transportation spending bill that would cut off funding for the test, which the administration authorized last week to run for one year.

The House of Representatives has passed a similar measure.

The White House on Tuesday threatened to veto the broad transportation bill because it would spend more money than President George W. Bush requested. It said the administration opposes any restrictions on the cross-border trucking program.

The administration said "it has the necessary safeguards in place to ensure a safe and secure program."

A tractor-trailer loaded with explosives blew up in a huge fireball on Monday after hitting a pickup truck in the northern Mexican state of Coahuila. At least 29 people were killed.

Calling the accident a warning to proceed cautiously, North Dakota Democratic Sen. Byron Dorgan led the effort to deny funding for the program.

Dorgan questioned Mexican truck safety rules, as well as the handling of the test by the Bush administration, which he said "rushed to implement the pilot program late last week -- literally in the dark of night."

He said the Transportation Department authorized the program too quickly, despite a report that found numerous problems with Mexican truck safety records...

You skipped over my question about Bush. As for your answer to my 2nd question, what you're talking about at best is a gamble. You say it will pay off like someone who is forever buying lottery tickets betting their retirement on acquiring the winning ticket. The odds are about the same.

Bush hasn't made Iraq or the region more stable, as you are implying. We've greatly destabilized Iraq and the surrounding region. Iran should make Bush their honorary president because he just made them the most powerful Arab country in the Middle East. And unlike Iraq, Iran poses a real threat. They will exert tremendous influence over Iraq, Turkey is ready to go to war with the Kurds, and the Sunnis, who hate us, want us to stay only because we are the only thing standing between them and the Shiites, who are now in power, are intent on revenge, are backed by Iran, and have much greater numbers.

And to make your lottery ticket purchase even more ridiculous, though the Sunnis are the minority in Iraq, they are the majority in the Middle East, and they don't want to see Iran growing any stronger. Bush has done to the Middle East what Katrina has done to New Orleans. He knocked down the levies and let in the water. When we're through in Iraq, we'll be lucky to be able to safely fly over Middle Eastern airspace, much less establish a stable friend. It's thinking like yours that allowed Bush to get us into this disaster in the first place. You have to think smarter than that if you want our nation to continue thriving. You have to base your judgments on facts, not on wishes or lottery tickets.

It seems they have a lot of disgruntled retired military men. Why not put them on air craft carriers and send them to the Persian Gulf...to protect the oil deals that China has made with Iran?

Newly industrialized and hungry for energy (and knowing that Iran has one of the world's largest natural gas reserves and a huge bastion of oil), could these newly capitalistic Communists decide to duel with the Moron-in-Chief for the prize?

This certainly would give these restless Chinese soldiers a real sissy target to go after...with his high heeled boots, fake cowboy hat, and Italian shades. The man makes a perfect propoganda cartoon to get the troops back with the program.

Between the recent demands to devalue their currency, suggestions to boycott their Olympic Games, and constant product recalls, the Chinese are starting to spoil for a fight with Washington. And they could do just that by challenging Spunky over Iran...and take some heat off the social unrest at home at the same time.

This rioting by Party loyalists also makes you wonder how long it would take the Communist officials to nationalize all those factories and other corporate American assets that the Republicans so generously offered up to them on a silver platter. And that's exactly what will happen if there is a need for another Cultural Revolution to quell the growing unrest among the masses.

A showdown at the Iranian Corral is not so far fetched. In fact, if Cheney keeps threatening the free flow of the world's energy supply, it could be a distinct possibility.

It's not about any military surge or even Iraq anymore. *sally has that much right. It's about oil and the balance of power. Let's not kid ourselves into thinking anything else.

Russia would love to tip the balance in their favor and let the Chinese do the dirty work. If there is one thing Spunky is good at, it's walking into a boxed canyon...without any provisions or any exit strategy.

I believe that is the way the former Republican- controlled Congress also did their most notable dirty work...aka the Terri Shiavo bill.

Our state transportation department is narrowing two of the major interstates in our areas to make room for an additional lane to take up the slack when another major highway is closed for renovation. I can't until these wider-than-normal Mexican trucks start coming through town knocking around the local traffic like bumper cars. I assume they will be carrying Mexican drilled and refined gasoline?

Just how many ways can the White House piss off voters before the next election?

This move has the potential of a total fiasco...bordering on 9/11. Do you think the MSM would fail to cover a tragedy whereby 30 or more Americans die on the road because of this President's United States of North America treaty stipulation?

The Republican Congress should never have allowed their Executive to become so unamerican and reckless. It's all going to reflect back on them next election.

Why is the White House showboating with the Iraq troop cut putting on another Hollywood misrepresentation. A small troop cut must start now not in the summer for Bush will wait and extend the summer deadline.

It seems that Bush has given up on Freedom and Democracy after his major blunders and decided to fund the side that supports Bush, to arm them against the central government and move back to a dictator form of Iraq.

So Bush want to take over from Petraeus to take US back to pre-surge, what about starting to wind down the quagmire. Congress start demanding the Bush Republican Contractors come home those that are costing US extra billions in corruption and profiteering.

A South African fossil suggests pelycosaurs -- intermediates between reptiles and mammals that lived in the Permian Period before the rise of dinosaurs -- may have been caring parents 260 million years ago, scientists said on Wednesday.

Jennifer Botha-Brink of South Africa's National Museum and colleagues found a fossilized group consisting of an adult pelycosaur and four juveniles arranged in a family group. The youngsters appear to be siblings.

At 260 million years old, this family predates the previously known oldest fossil evidence of parental care in terrestrial vertebrates by 140 million years, the researchers wrote in the Proceedings of the Royal Society.

MOSCOW, Russia (AP) -- The Russian military has successfully tested what it described as the world's most powerful non-nuclear air-delivered bomb, Russia's state television reported Tuesday.

It was the latest show of Russia's military muscle amid chilly relations with the United States.

Channel One television said the new weapon, nicknamed the "dad of all bombs" is four times more powerful than the U.S. "mother of all bombs."
