State Department Can't Account For $1.2 Billion Paid To Private Contractor

Posted by Stephanie Taylor on October 23, 2007 at 10:01 AM

A new report reveals that the State Department can't account for $1.2 billion paid to private contractor DynCorp. From the New York Times:

...records documenting the work of DynCorp, the State Department’s largest contractor, are in such disarray that the department cannot say "specifically what it received" for most of the $1.2 billion it has paid the company since 2004 to train the police officers in Iraq.

The State Department has three private security contractors in Iraq--Blackwater, DynCorp International and Triple Canopy. The extreme lack of oversight first came to public attention last month when Blackwater guards killed 17 Iraqi civilians.

The only response from the Bush administration was from a State Department spokesman, who said that Secretary of State Condoleezza Rice would "closely examine" the report’s findings.

Does "disarray" mean stealing in Orwellian speak. The repugs know exactly what they are doing! NEVER FORGET THAT! They know how to steal and are very good at it. This was and is part of the "disarray" plan from the beginning. Paul Bremer/repugs made decisions to insure the failure of Iraq, like firing all the teachers and disbanding any chance of police and military structure. Not to mention dropping 14K bombs on "Al Qaeda" in Bagdad. bush wants to keep the occupation going because repugs can continue to steal from the American people. Most Democrats know something stinks from 9/11 through voter ID's and stealing two elections. repugs can't see the Saudi/bush connection if it hit them in the face or WTC. How do you write volumes of Homeland security manuals in 5 weeks and can't end an occupation in 4 years? Or Katrina victims? How do you ignore/fire the generals that told you we needed more troops to seal the borders of Iraq. Unless you wanted this failure to continue and steal more money. Good job repugs. I would rather put the money in the hands of the American people for kids like CHIPS than Saudi lovers like bush. Don't you understand that Saudi's attacked the WTC yet? This occupation is about stealing oil, repug contracts, a $570 million ambassy, swimming pools and his repug friends. How much do you think it cost to buy the Iraqi "friends" in Anbar or Turkey for a few more days. Are you trully that blind? Our soldiers hand out money like candy and repugs don't want to help American kids because it may socialize medicine to help KIDS. GREAT PLAN!! The Iragi's and Kurds are learning fast and will be willing to take the "socialized" money forever to be our "friends". The repugs know they can use Bin Laden tapes to remind us how terrorist are almost ready to fly a plane into your home. It seems to me that if you're really close to God then you shouldn't be so afraid of death. I'm more afraid of the Bohemian Club members. Has God talked to you about the Bohemian Club or does he only talk with bush? Seems like God would've warned bush about Iraq, maybe he didn't listen to God or the generals either. Vote for lies about occupations, stealing, treason and higher oil prices and be proud of your party. If you feel like a stupid repug, please reply on a Democratic site. Thanks in advance for proving your intelligence!!

Since there is no Mike Gravel post and other posts have been closed, I will post this post related to Presidential Candidate Mike Gravel having a right to speak in all Presidential Debates here:

There is no legitimate Presidential Candidate Debate unless that debate involves the 70% Majority Common Population as a class and culture. Should the DNC exclude the representatives of the majority common population from the debate; then the DNC has excluded the common population from the debate.

Mike Gravel is a representative of the 70% Majority Common Population; therefore, since Mike Gravel represents the 70% Majority Common Population, excluding Mike Gravel from the October 30th Presidential Debate or any presidential debate must not be done, as the 70% majority common population would not be properly represented. The 70% Majority Common Population must have a representative representing them, and that representative is Mike Gravel. With the exception of Dennis Kucinich, all the other candidates are of the DLC class and culture, that do not represent the 70% Majority Common Population.

The 70% Majority Common Population class and culture must have Mike Gravel in the debate as a representative of the 70% Majority Common Population's class and culture for the debate to actually be legitimate, as there are entirely too many DLC candidates compared to the two non-DLC candidates, if the DNC takes one of the 70% Majority Common Population's candidates out, that will considerably lessen the odds of the 70% majority common population having any representation at all in the debate.

Including Al Gore, the odds for the DLC class and culture are 7-2 against the 70% majority common population; and should the DNC agree with the DLC and exclude Mike Gravel, the odds the 70% majority common population will be represented lower from 7-2 to 7-1, which is not good odds for the 70% majority common population getting any representation.

It is illogical to cut back Common Population representatives, when the 70% Majority Common Population have only two representatives, while the 20% DLC have 7 representatives. DO NOT BE SUCKED INTO THE DLC SCHEME TO ELIMINATE DLC COMPETITION.

Presidential Candidate Mike Gravel MUST NOT BE KICKED OUT of the Presidential Debates

Mike Gravel is representative of the 70% common population, therefore it is important that Mike Gravel represent the 70% common population in the October 30th Presidential Debate and whatever debates that are held, because Mike Gravel is one of only two candidates that represent the 70% MAJORITY COMMON POPULATION. It is undemocratic to exclude the common population's representative from representing the peoples view.

Al Gore is a member of the Right Wing led DLC, John Edwards is a member of the Right Wing led DLC, Barack Obama is a member of the Right Wing led DLC, Hillary Clinton is a member of the Right Wing led DLC, Bill Richardson is a member of the Right Wing led DLC, Christopher Dodd is a member of the Right Wing led DLC, and not certain but think Biden is also a member of the DLC. The DLC does not represent the 70% majority common population of the United States of which I am included, which would mean that my representation in the presidential debates would be cut 50%, if Mike Gravel is excluded.

The only candidates that represent the 70% majority common population of which I am a part is Mike Gravel and Dennis Kucinich, as neither are MEMBERS OF THE DLC. The DLC separated themrselves from the majority population and represent only their 20% population, therefore it is of utmost importance that candidates that represent the complete common population be left in any and all debates where all the people of the common population will be able to be represented in the presidential debates.

The 6 DLC Presidential Candidates have regular media confirmation and use, but the 2 Non-DLC Presidential Candidates have very little media use and no media confirmation. These debates are their major way to talk to the people. Please DO NOT UNDEMOCRATICALLY CUT MIKE GRAVEL OUT OF THE OCTOBER 30th Presidential DEBATE or any other PRESIDENTIAL DEBATE, quieting Mike Gravel's voice will only make it easier for the undemocratic Right Wing DLC to take complete autocratic control.

Mike Gravel has been black balled exceptionally hard by the DLC just like Governor Dean was when he was running for President, please remember what that was like and do not allow the DLC to shut out any chance Mike Gravel has to speak his mind to the people.

Mike Gravel cares about WE THE PEOPLE of the common population and WE THE PEOPLE of the common population care about Mike Gravel and do not want Mike Gravel shut out of any presidential debates for any reason. If the DNC excludes Mike Gravel as a representative of the common population from any presidential debates, there will be no democratic debates held.

We should take bets on how many Republicans will go to jail after the Democrats get in the WhiteHouse and get a good Attorney General in the Justice Department. I say twenty seven and leaving the House and the Senate will not save them, just like it won't save the Administration.

Who is paying these SOBs? They are murders, like bush and his evil partner. I am so fricken' sick of all this and this party has to stop all this NOW! The Democratic party has control of conress but they have to get the balls to stop the evil and the murder of soldiers. Get some balls, stop bush, and go to the UN and get all the evil stopped. I am so fed up with shit that is going down, so stop this, stop cheney from retiring to haliburtan island. Send these mercenaries to jail, or Guantonimo.

How much law breaking is needed before the Dems. impeach this entire administration. It is horrific what this administration and most of the Republicans have done to this country! Especially to the poor and the aged. Under this administration the rich got richer and the rest of us got the shaft!
WAKE UP Congress !

"Does disarray mean stealing in Orwellianspeak?"
Actually, I think it means "We're giving you this money under the table, and we don't want to have to admit we know anything about where it went."
As for Bush listening to "God", we have to remember Bush goes to the Church of the Almighty Dollar.

Maybe we need to state the case for impeaching Bush/Cheney like this:
IMPEACH THESE BASTARDS NOW, OR YOU WILL REGRET IT WHEN THE FED UP VOTERS THROW YOU OUT OF OFFICE!!!!
Maybe THAT will get their attention, so far none of the scandals, incompetence, sociopathic behavior, or corruption of this administration has fazed them.

I am of the opinion that the subjunct DLC head of the Democratic Party's donkey being painted red, means that the EXTREME far right feel that the subjunct DLC component of the Democratic Party is in complete control of the head of the DNC and the Democratic Party. It does appear like the DLC, is in charge, otherwise there would be NO DEBATE to discuss; since all candidates aren't allowed to attend.

Whenever I see the Democratic Party's donkey proudly painted with a blue, green or yellow head, and a blue, green or yellow body; then I will know that the subjunct DLC appendage in the Democratic Party has been weeded out. Whenever the subjunct DLC component has been weeded out of the DNC, no candidate will be blackballed by the DNC or will blackballing of DNC candidates be condoned by the DNC; this is all a product of the subjunct component of the Democratic Party, the DLC.

All DNC candidates must be treated with equality -- there is NO LAW that says it is legal to blackball candidates that do not grovel for corporate money, so if MSNBC wants to blackball Gravel, then no candidate should show up for the MSNBC supposed debate. The proposed propaganda display should be called off account MSNBC's lack of interest in any real debate.

Butte:

Dennis Kucinich is going to state the case for impeachment again on the floor of Congress, perhaps Nancy Pelosi will listen, but more than likely not. Nancy Pelosi has to be under cover DLC, at least we know now that Harry Reid is DLC because his picture is on a New Democrat, DLC website .

Dennis Kucinich is going to state the case for impeachment on the floor of Congress. I really doubt that it will make a difference to Nancy Pelosi who has to be one of the DLC. We know now that Harry Reid is DLC since his picture is on the DLC's NEW Democrat website, but not on their list:

http://blogforamerica.com/view/22628#more

The DLC is a parasitic subjunct of the Democratic Party that will be eating off the 70% Majority Common Population as long as it has parasitic power drawn directly from the 70% Majority Common Population. WE THE PEOPLE, the 70% Majority Common Population, must get rid of the parasitic infestation of the Democratic Party that is the DLC.

I second that motion!
Especially after I saw the DLC fail to support a candidate who stood a chance of ridding this state of our (non)Representative, rubber-stamp Republican Denny Rheburg.
I will NOT send any money to the DNC/DLC until they clean up their act!

New Steps by US Against Iranians
By Helene Cooper
The New York Times

Thursday 25 October 2007

Washington - The Bush administration will announce a long-debated policy of new sanctions against Iran on Thursday, accusing the elite Quds division of the Revolutionary Guard Corps of supporting terrorism, administration officials said Wednesday night.

The administration also plans to accuse the entire Revolutionary Guard Corps of proliferating weapons of mass destruction, the officials said. While the United States has long labeled Iran as a state sponsor of terrorism, the decision to single out the Guard reflects increased frustration in the administration with the slow pace of diplomatic negotiations over Teheran's nuclear program.

Both designations will put into play unilateral sanctions intended to impede the Revolutionary Guard and those who do business with it. This is the first time that the United States has taken such steps against the armed forces of any sovereign government.

The action against the Revolutionary Guard, first reported by The Washington Post, would set in motion a series of automatic sanctions that would make it easier for the United States to block financial accounts and other assets controlled by the Guard. In particular, the action would freeze any assets the Guard has in the United States, although it is unlikely that the Guard maintains much in the way of assets in American banks or other institutions.

The decision will be announced jointly on Thursday by Secretary of State Condoleezza Rice and Treasury Secretary Henry Paulson, the administration officials said. "This is going to be a broad and wide-ranging effort," a senior administration official said. "We will be freezing assets, and there will be ripple effects of where we can go from there."

The announcement also intensifies the strained relations between the two countries. The administration has accused Revolutionary Guard members of providing weaponry and explosive devices used by Shiite militias against American troops in Iraq - a charge that Teheran has denied.

In August, White House officials said they intended to declare the entire Revolutionary Guard a foreign terrorist organization, but reports of such a move so raised the hackles of America's European allies and some officials of the State and Treasury Departments that the administration put those plans on hold while the internal debate continued. The announcement planned for Thursday reflects a compromise.

In the internal debate over American policy toward Iran, Ms. Rice has been struggling for more than a year to hold together a fragile coalition of world powers that have been trying to rein in Iran's nuclear ambitions through what was supposed to be a gradually escalating series of United Nations sanctions. But after two rounds of sanctions, Russia and China have balked at escalation to another round.

Last week Russia's president, Vladimir V. Putin, caused consternation in the administration when he visited Teheran and said publicly that there was no need for military strikes. The guard and its military wing are identified as a power base for Iran's president, Mahmoud Ahmadinejad. Under his administration, American officials said, the Guard has moved increasingly into commercial operations, earning profits and extending its influence in Iran in areas involving big government contracts, including building airports and other infrastructure, producing oil and providing cellphones.

The immediate legal consequence of designating the Quds unit as a terrorist organization would be to make it unlawful for anyone subject to United States jurisdiction to knowingly provide material support or resources to it, according to the State Department. Any United States financial institution that becomes aware that it possesses, or has control over, funds of a foreign terrorist organization would have to turn them over to the Treasury Department.

Because Iran has done little business with the United States in more than two decades, the larger point of the designation would be to heighten the political and psychological pressure on Iran, administration officials said, by using the designation to persuade foreign governments and financial institutions to cut ties with Iranian businesses and individuals.

We need to demand accountability from ALL our representatives. The Republicans certainly aren't the only ones who are involved with questionable dealings. I am tired of the whole bunch of them ripping us off and then saying the other guys are worse. Jefferson, Feinstein, Reid, Berger and Hastings all come to mind as Democrats we seem to look the other way on. Can't we somehow DEMAND honesty and integrity from all of them?

15
MaryA on October 27, 2007 at 11:32 AM

How do you demand honesty and integrity?
Support the Democratic of your choice directly with contributions, and working for them phone calling, yard signs, door knocking, whatever.
Do not give any money to the DNC/DLC, the DSCC or the DCCC, that money will not go to your candidate. Get your friends, relatives, and anyone else you can to vote for your candidate of choice.

So while the author thinks this article is bashing Bush, well . . . .

Regan was a second rate actor who played his biggest role as president.
He allowed himself to be manipulated by corporate interests to the detriment of the American people, and was just another con man in the same mold as Richard Nixon.
The only thing conservatives are true to are their own selfish interests.

19

Butte:

You are correct, Reagan was a 2nd rate actor who had previously played an acting role as President of the United States and did it well; therefore the EXTREME Right Wing convinced, promoted and used Reagan in his biggest deceptive role ever; and with Right Wing money promoting him, Reagan was able to perform his act as President of the United States well enough to fool most of the people, for 8 years; like the lumpen-proletariat Republican wannabes on this blog.

The fascist Right Wing Class and Culture Warfare Movement against the 70% majority common population with the assistance of the evangelical political religious right began with the Reagan administration and has continued through to today; but thank God, the religious right is now breaking up. When discussing the break up of the religious right, Fox an evangelical leader in Wichita compared the religious right wing to a snake, "Some might compare the religious right to a snake," he said. "We may be in our hole right now, but we can come out and bite you at any time." http://www.truthout.org/docs_2006/102907N.shtml
WE THE PEOPLE need to fill in the religious right's snake holes so that the religious right snakes will be unable to come out and bite us at any time.

The fascistic Reagan administration started the Republican infiltration of the Democratic Party by Republican DLC Democrats and used the religious evangelicals against the majority population. Reagan did NOTHING whatsoever that was of any benefit in any way to the 70% MAJORITY COMMON POPULATION.

Reagan protected the Corporate Elitist Right and played his deceptive part much better than Bush, who does the same thing, but Bush being one of the elite, and not an actor, has not been able to cover the Right Wing war against the common population and their world take over agenda as well.

Bush stated plainly who his constituency would be as president, and has carried out his goal of taking care of his constituency, the elite. WE THE PEOPLE, of the seventy percent [70%] majority common population have not benefited one iota from any RIGHT WING CONSERVATIVE administration, and never will. The right wing is great at telling you what they have done and only the ignorant believe their propaganda.

It would have been better for the country if Reagan had been more like Bush, because more of the majority population would have caught the deception sooner when the Republican Right Wing EXTREME'S class warfare against the 70% majority common population first began. Bush is doing the same thing, but the Decider isn't an actor and considers his acting job, "hard work", and although Bush has done relatively the same as Reagan, he has not been able to deceive the people to the extent Reagan did, and has been the worse president the United States has ever had.

I was part of the first large team to get to Iraq in March 2004. It was so bad at first. They issued use M-16A1's and only 60 rounds of ammo. A combat load is 210 rounds. We drove soft-skinned vehicles on the streets of Baghdad while the "bosses" drove the secertaries in armored vehicles around Baghdad for small chores. We were told that their was no ammo but found out later it was sold on the black market or so goes the story. The manager for Dyncorp was relieved and a new boss came in. Things started to get better about late May and armoured vehicles showed up as well as housing and equipment.

Years ago it was a question of military spending: thousands for a toilet seat; today it is billions: in unaccountable funds-tax payers dollars. The call to attention is clear and resounding.
