AP IMPACT: Statisticians reject global cooling
WASHINGTON – Have you heard that the world is now cooling instead of warming? You may have seen some news reports on the Internet or heard about it from a provocative new book.
Only one problem: It's not true, according to an analysis of the numbers done by several independent statisticians for The Associated Press.
The case that the Earth might be cooling partly stems from recent weather. Last year was cooler than previous years. It's been a while since the super-hot years of 1998 and 2005. So is this a longer climate trend or just weather's normal ups and downs?
In a blind test, the AP gave temperature data to four independent statisticians and asked them to look for trends, without telling them what the numbers represented. The experts found no true temperature declines over time.
"If you look at the data and sort of cherry-pick a micro-trend within a bigger trend, that technique is particularly suspect," said John Grego, a professor of statistics at the University of South Carolina.
Yet the idea that things are cooling has been repeated in opinion columns, a BBC news story posted on the Drudge Report and in a new book by the authors of the best-seller "Freakonomics." Last week, a poll by the Pew Research Center found that only 57 percent of Americans now believe there is strong scientific evidence for global warming, down from 77 percent in 2006.
Since 1998, temperatures have dipped, soared, fallen again and are now rising once more. Records kept by the British meteorological office and satellite data used by climate skeptics still show 1998 as the hottest year. However, data from the National Oceanic and Atmospheric Administration and NASA show 2005 has topped 1998. Published peer-reviewed scientific research generally cites temperatures measured by ground sensors, which are from NOAA, NASA and the British, more than the satellite data.
The recent Internet chatter about cooling led NOAA's climate data center to re-examine its temperature data. It found no cooling trend.
"The last 10 years are the warmest 10-year period of the modern record," said NOAA climate monitoring chief Deke Arndt. "Even if you analyze the trend during that 10 years, the trend is actually positive, which means warming."

As a recent New York Times piece explained, "The changing global climate will pose profound strategic challenges to the United States in coming decades, raising the prospect of military intervention to deal with the effects of violent storms, drought, mass migration and pandemics."

Their website, launched this week, includes detailed information on how our current ways of energy consumption threaten America's safety.
FACT: Fossil fuels are our Achilles heel when it comes to energy security threats. The U.S. consumes 25% of the world's oil production, but controls less than 3% of the supply.
WILDLIFE SURVIVAL
Wildlife and public lands need help surviving the impacts of global warming. A new report by the National Parks Conservation Association (NPCA) recommends strategies to help wildlife adapt, including providing land corridors and reducing stress from pollution and invasive species.
"The effects of climate change on wildlife are already visible in our national parks. If we don't begin to act, many species may go extinct," said Mark Wenzler, director of clean air and climate programs at NPCA.

NEW CLIMATE DEAL: A POCKET GUIDE

MAKE IT WHITE
"Cool roofs" are catching on as energy cost cutters. As a recent New York Times article detailed, there is a movement afoot for homeowners to paint roofs white, taking advantage of the principle that white objects absorb less heat than dark ones.
As the article explains, "Studies show that white roofs reduce air-conditioning costs by 20 percent or more in hot, sunny weather. Lower energy consumption also means fewer of the carbon dioxide emissions that contribute to global warming."

As Alaskan Village Sinks Into the Sea, GAO Says We Need to Create U.S. Office for Climate Change Refugee Assistance
There are more of them than there are people who contract new cases of malaria each year. There are ten times more of them than people injured in traffic accidents each year.
They are climate change refugees: people forced to flee their homes due to environmental degradation -- generally never to return. According to a recent report from the Global Humanitarian Forum, a worldwide organization headed by former UN Secretary General Kofi Annan, there are hundreds of millions of climate change refugees already, and that number is rising rapidly.
The environmentally displaced aren't just in Bangladesh, either. U.S. citizens are current being forced to relocate due to climate change, but the lack of federal leadership is emerging as an "impediment" to their plans to reach higher ground, according to a new government report.
In a little-noticed report released Wednesday, the Government Accountability Office suggested Congress create a lead government agency to direct the relief efforts now necessary due to global climate change.
The report (summary here, full text here) notes that because of the lack of recognition of unincorporated Alaskan Native villages as "eligible" by the federal government, the Native American communities there cannot receive affordable housing or relocation assistance from Department of Housing and Urban Development's Block Grant program.
The Federal Emergency Management Agency also serves as a roadblock to assistance, as the communities do not have federally approved disaster mitigation plans in place. The report also recommends that the Army Corps of Engineers study flooding in the same way they looked at erosion problems in the area previously, noting that the government doesn't have the information it needs to identify and combat climate-related problems in Alaska.
But just because these Alaskans don't fit the government's definition of a community in distress doesn't mean they don't urgently need help dealing with the climate change disaster that has come home to roost in their villages. The report identified 31 communities in "imminent" danger. But even the one that is furthest along in its relocation plans is years away from realizing them.
America's first community of climate change refugees is a town occupied by more than 300 Yup'ik Eskimos called Newtok. Their houses are literally sinking into the softening ground or being swept into the eroding banks of the Ninglick River, which empties into the Bering Sea. This writer described how the "vague sense of things being out of kilter forms itself into a vision of imminent disaster" as the permafrost -- which acts as a foundation for the entire village -- melts.
The town of Newtok may be small, but some 90,000 other Alaskans also live on permafrost and may soon find themselves in a situation similar to that of the indigenous people in the Yukon-Kuskokwim Delta region. The residents of Newtok are merely closer to the water than other Alaskans; with seawater gobbling up their land at up to 90 feet a year, all of the village's listing buildings will soon be swallowed up.
The Newtok Planning Group was formed as a public-private partnership in 2006 to help the town move from their current area to an island location to be named Mertarvik. But the Alaskan Native residents have seen this coming for well over a decade. The Yup'ik Eskimos of Newtok have been planning the relocation since 1994.
Back in 2004, a study by the the oversight organization for Alaska's national parks revealed that 27 percent of the state's permafrost had been lost in the last three decades. The organization noted that the loss of permafrost means more than just sinking buildings; severe insect infestations, forest fires and fish die-offs also come with the release of methane and carbon dioxide that comes from the melting process.
According to a report in the Anchorage Daily News, the Mertavik project is years from completion, with the new settlement underfunded and lacking several vital safety features. The state is still busy building a barge landing on which the residents will be able to load housing and construction materials. But the new town, whose name means "getting water from a spring" is no refugee camp. The island has abundant wildlife, and wind turbines are in the works to help power the village with a smaller environmental footprint.
Meanwhile, the residents of Newtok have become internally displaced persons. In April, while Anchorage hosted the first Indigenous Peoples' Global Summit on Climate Change, devastating spring floods caused the entire village of Newtok to flee 9 miles away to higher ground.
This article from the UK's Guardian newspaper last year notes that the federal government may be Alaskan Natives' best bet, considering the "leadership" coming from the governor's office:
At best, Newtok can expect only ambivalent support from the state authorities in Juneau, 1,000 miles away. Alaska's new lipstick-wearing pitbull megastar, Sarah Palin, is intellectually challenged when it comes to global warming. Soon after she was thrown into the spotlight as John McCain's presidential running mate she said: "A changing environment will affect Alaska more than any other state, because of our location. I'm not one, though, who would attribute it to being man-made." A few days later she tried to retract her statement, but her sentiments as a global-warming denier were crystal clear.
Palin changed her tune slightly once again back in April when she whined to Interior Secretary Ken Salazar about how Alaska bears the brunt of climate change, admitting that "the dramatic decreases in the extent of summer sea ice, increased coastal erosion, melting of permafrost, decrease in alpine glaciers and overall ecosystem changes are very real to us."
However, she used these "dramatic" changes to appeal for expanded natural gas drilling in her state. She has also recently designated flooded plains, including the delta in which Newtok is nestled, as disaster areas, allowing the Alaskan interior to apply for federal relief funds. It seems the governor of Alaska has not experienced a wholesale conversion to environmentalism, but is more of a green opportunist.
The Guardian article referenced earlier goes on to note the cost of global warming in Alaska, putting the bill for relocating the tiny town of Newtok at a whopping $130 million, and the cost of global warming statewide at $3 billion and rising.

Graphic images that reveal the devastating impact of global warming in the Arctic have been released by the US military. The photographs, taken by spy satellites over the past decade, confirm that in recent years vast areas in high latitudes have lost their ice cover in summer months.
The pictures, kept secret by Washington during the presidency of George W Bush, were declassified by the White House last week. President Barack Obama is currently trying to galvanise Congress and the American public to take action to halt catastrophic climate change caused by rising levels of carbon dioxide in the atmosphere.
One particularly striking set of images - selected from the 1,000 photographs released - includes views of the Alaskan port of Barrow. One, taken in July 2006, shows sea ice still nestling close to the shore. A second image shows that by the following July the coastal waters were entirely ice-free.

But as usually happens in the blogosphere, this episode is generating more heat than light and is likely to lead to more public confusion over the causes of climate change.
For the past few years, a small group of climate change 'sceptics' have been poring over scientific journal papers that report historical trends in temperatures from around the world, as recorded by directly by thermometers and other instruments, and by 'proxies', such as tree rings. Their primary objective has been to seek out evidence that global warming has been invented by climate researchers who fake their data.
Among their main targets have been papers published by research teams led by Michael Mann at Pennsylvania State University and Phil Jones at the University of East Anglia, and particularly those featuring the famous 'hockey stick' graph, showing that average temperature in the northern hemisphere was relatively stable and constant for most of the last couple of millennia, but rose dramatically upwards in the last 100 years. This graph appeared prominently in the landmark Third Assessment Report from the Intergovernmental Panel on Climate Change in 2001, which concluded that "most of the observed warming over the last 50 years is likely to have been due to the increase in greenhouse gas concentrations".
The attacks on the hockey stick graph led the United States National Academy of Sciences to carry out an investigation, concluding in 2006 that although there had been no improper conduct by the researchers, they may have expressed higher levels of confidence in their main conclusions than was warranted by the evidence.
The 'sceptics' believe they have been vindicated and have presented the hockey stick graph as proof that global warming is not occurring. In doing so, they have ignored the academy's other conclusion that "surface temperature reconstructions for periods prior to the industrial era are only one of multiple lines of evidence supporting the conclusion that climatic warming is occurring in response to human activities, and they are not the primary evidence".

The western world is already on its death bed. Europe ruled the world for centuries with all the colonialization and other bullying activities. England shit on Asia and Africa for many years.
The US took over most of the what we know as the United States from the native Americans and we shit on them. In 1898 we fomented a war with Spain and took Cuba, Puerto Rico, the West Indies and the Phillipines.
After WWI, Germany was forced to give up their colonies but the rest of Europe continued colonial rule over much of Asia and Africa. They even ruled parts of South America. Russia took over allt the surrounding countries in Easter Europe.
Then after WWII, Europe was in such bad shape that they had to give up their colonies. England promised to give up their Dominions, India, Burma and Africa after the war because of a promise in exchange for help in WWII. France gave up southeast Asia and Holland, Portugal and Spain gave up the rest of their colonies in southeast Asia, Africa and South America. Russia was finally forced to give up their occupied countries in Eastern Europe not because of asshole reegan but the people were so pissed at the Russians that they broke free.
After WWII, We became the world bullies like the US ruled the roost and we pushed our weight around the world until now these people are getting sick and tired of our bullshit swaggering and suppression that they are taking back what is theirs.

I see the RNC wingnuts are trying to fill up the blogosphere today with useless climate change crap because they can't face the fact that the moment of truth for healthcare reform is at their doorstep.

We all know this is going to go down and once it is enacted in some way it will never end. The Founders said life, liberty, and the pursuit of happiness....that means affordable medical coverage for all living citizens.
And for those states where there is a current monopoly with one insurance company now controlling over 60% of the market, the Attorney General will be going after them with anti-trust prosecution. That is already on the books.
And it doesn't matter if some of the Southern states decided to opt out of a public option. They will be forced to go to it when the costs of Medicaid get so high it breaks their budgets and the state constitutions kick in mandating an affordable alternative. The states have to balance their budgets. It will be an easy out for the Pugs, but that's the way it's going to be.
There is no way the conservatives can run away from their past greed and mismanagement of the economy. It comes back to bite them no matter how loud they try to shout over reason or divert the debate with make-believe issues.
Reality bites hard for the incompetent. Republicans can't do anything right and voters don't trust them to be anything but that.

The Senate made me proud when they overcame a GOP filibuster threat and voted to open debate on The Patient Protection and Affordable Care Act.
This is an important step toward the final part of our Health Reform initiative. Once the Senate ends debate, their bill will be voted on by a simple majority. In the final step, the House bill and the Senate bill will be combined and the President will sign it into law.
Over these last few months, we have been blessed to witness the workings of our government in the way our Founders envisioned. We have heard debate from all sectors, including those opposed to this reform.
We have incorporated as many of these viewpoints as we possible can, through our open and vigorous democratic process. From town halls to the steps of the Capitol, we have studied this reform from every conceivable angle.
This reform will cut the deficit, cover the uninsured, and bring down costs for small businesses. And that's just the start, because once we have a healthy population we will start to see savings in other areas as well.
Its times like this that I admire the principles of our Founders so much more. They constructed a system of Checks and Balances, that at times seems inconvenient, but are wholly necessary in the end.
That is one reason I never could understand the Right's aversion to government and belief that it only hurts the individual and society. That belief could not be further from what our Founders believed. They designed our system with those concerns in mind, because they were escaping previous systems in which the King or the Church had too much power.
Today I am proud to see a functional government once again. Democracy can be messy, but its a beautiful mess - and while it may be imperfect, it still works to produce the best result for the times.
Bless the Founders and bless those representatives who work in government because of civic virtue - From here on out, let's try to put our differences aside as Democrats and stand together in our support, so they can pass Health Reform before the end of the year.

Nothing proves this more than our Democratic leaders, divided with a few of the issues in the current health care bill, coming together as one last night to move this bill forward. I have never been so proud of my party’s leaders.
The current Republican leaders lag behind in representing their constituents with only one narrow negative view towards health care, without any positive representation for their constituents (businesses or private citizens) or plans of achieving the health care goal.
Democratic leaders with differences are publicly working together bipartisan even though Republican leaders have refused to. Let us not let shallow minded critics use the fact that some of our leaders are not crazy about all of our party’s ideas against us, let us take these leaders willingness to say that in their own party publicly and our willingless to listen as something for our country to be proud of.

The Republican Party did not even come out with a business option to challenge the public option for businesses and taxpayers. Republican leaders do not want to help businesses pay for health care because they do not think businesses even want to and they automatically assume that all businesses are their constituents and that they are their self-appointed lawyers.
However, if there were also a business option, along with a public option, it could ease the cost for businesses that already do pay for health care and for the cost of health care to private taxpayers with the public option or any option. I think we should encourage businesses to share the cost with the taxpayers to cut down the taxpayers cost.
If there is a mandate for private citizens and workers to pay for health care there, I think there ought to be a requirement for small, mid-size and corporate businesses to pay a certain percentage towards health care too or a mandate for employers to pay more wages so workers can afford to pay their own. However, I think it is not right for the government to tax businesses for health care without offering businesses some other kind of option too that they might be able to afford.
However, if you require every business to pay a percentage of premiums, then businesses that already pay 100% would stop doing that and pay the lesser percentage. Therefore, we would need to look at whether allowing businesses to pay the lesser percentage towards any business option would be in the national financial favor for the taxpayers regarding the cost of health care, or if it would cost taxpayers more.
Actually, some businesses who do not offer health care would rather pay a $ 450 yearly tax on each employee like the plan calls for rather than pay for cost of health care their selves. So how would that encourage businesses who do not offer health care to pay for health care their selves to watch out for the taxpayers cost when businesses just paying the tax would be cheaper for them? While I do not understand the details of this health care bill or the regulations around that tax yet, that aspect of it concerns me.

Washington - Invoking the memory of Edward M. Kennedy, Democrats united Saturday night to push historic health care legislation past a key Senate hurdle over the opposition of Republicans eager to inflict a punishing defeat on President Barack Obama.
There was not a vote to spare.
The 60-39 vote cleared the way for a bruising, full-scale debate beginning after Thanksgiving on the legislation, which is designed to extend coverage to roughly 31 million who lack it, crack down on insurance company practices that deny or dilute benefits and curtail the growth of spending on medical care nationally.
The spectator galleries were full for the unusual Saturday night showdown, and applause broke out briefly when the vote was announced. In a measure of the significance of the moment, senators sat quietly in their seats, standing only when they were called upon to vote.
In the final minutes of a daylong session, Majority Leader Harry Reid, D-Nev., accused Republicans of trying to stifle a historic debate the nation needed.
"Imagine if, instead of debating whether to abolish slavery, instead of debating whether giving women and minorities the right to vote, those who disagreed had muted discussion and killed any vote," he said.
The Republican leader, Sen. Mitch McConnell of Kentucky, said the vote was anything but procedural -- casting it as a referendum on the bill itself, which he said would raise taxes, cut Medicare and create a "massive and unsustainable debt."
For all the drama, the result of the Saturday night showdown had been sealed a few hours earlier, when two final Democratic holdouts, Sens. Mary Landrieu of Louisiana and Blanche Lincoln of Arkansas, announced they would join in clearing the way for a full debate.
"It is clear to me that doing nothing is not an option," said Landrieu, who won $100 million in the legislation to help her state pay the costs of health care for the poor.
Lincoln, who faces a tough re-election next year, said the evening vote will "mark the beginning of consideration of this bill by the U.S. Senate, not the end."
Both stressed they were not committing in advance to vote for the bill that ultimately emerges from next month's debate.
Of particular contentiousness to moderates is a provision for the government to sell insurance in competition with private companies, subject to state approval -- a part of Reid's bill expected to come under significant pressure as the debate unfolds.
Even so, their announcements marked a major victory for Reid and the White House in a year-end drive to enact the most sweeping changes to the nation's health care system in a half-century or more.
At the White House, press secretary Robert Gibbs issued a statement saying the president was gratified by the vote, which he says "brings us one step closer to ending insurance company abuses, reining in spiraling health care costs, providing stability and security to those with health insurance, and extending quality health coverage to those who lack it."
The legislation would require most Americans to carry insurance and provide subsidies to those who couldn't afford it. Large companies could incur costs if they did not provide coverage to their workforce. The insurance industry would come under significant new regulation under the bill, which would first ease and then ban the practice of denying coverage on the basis of pre-existing medical conditions.
Congressional budget analysts put the legislation's cost at $979 billion over a decade and said it would reduce deficits over the same period while extending coverage to 94 percent of the eligible population.
At its core, the legislation would create insurance exchanges beginning in 2014 where individuals, most of them lower income and uninsured, would shop for coverage. The bill sets aside hundreds of billions of dollars in tax credits to help those earning up to 400 percent of poverty, $88,200 for a family of four.
The House approved its version of the bill earlier this month on a near party line vote of 220-215, and Reid has said he wants the Senate to follow suit by year's end. Timing on any final compromise was unclear.
All 58 Senate Democrats and two independents voted to advance the bill. All 39 votes in opposition were cast by Republicans. GOP Sen. George Voinovich of Ohio was the only senator not to vote. Montana Sen. Max Baucus, the chairman of the Senate Finance Committee who has labored on health care for more than a year, flew in from his home state on a government plane for the vote and was returning afterward to be with his ailing mother.
While timing made Landrieu and Lincoln the final two Democrats to announce their intentions, Sen. Paul Kirk of Massachusetts had a clear claim as the 60th vote.
Appointed to office this fall after the death of Kennedy, who championed health care issues for decades, Kirk said he spoke for those "who for so many years revered and loved and elected and re-elected (him) ... that I think they're all -- they all, as we do, have him in our minds and our hearts tonight. ..."
Sen. Chris Dodd, D-Conn., echoed those sentiments later in the evening when he referred to Kennedy's "lifelong quest" for national health care and said "tonight and in the days to come we will pay him the highest compliment by fulfilling that" goal.
At a post-vote news conference, Reid said he had telephoned Kennedy's widow, Vicki, with the news.
In hours of debate before the Saturday evening vote, a few Republicans piled copies of the 2,0974-page bill on their desks while others criticized it as a government takeover of health care and worse.
"Move over, Bernie Madoff. Tip your hat to a trillion-dollar scam," said Sen. Kit Bond, R-Mo., likening the bill's supporters to the imprisoned investor who fleeced millions.
In her remarks, Landrieu said, "I've decided that there are enough significant reforms and safeguards in this bill to move forward, but much more work needs to be done." She also touted the $100 million included in the legislation to help her state cover its costs under Medicaid, the state-federal health care program for the poor.
Lincoln referred repeatedly to the political controversy surrounding the issue. She said $3.3 million has already been spent by outside groups advertising either for or against health care legislation, and said, "these outside groups seem to think that this is all about my re-election. I simply think they don't know me very well."
To finance the expanded coverage, Reid proposed higher taxes as well as cuts totaling hundreds of billions of dollars in projected Medicare payments. Hardest hit would be the private insurance Medicare plans, although providers such as home health agencies would also receive significantly less in future years than now estimated.
The bill raises payroll taxes on incomes over $200,000 for individuals and $250,000 for couples. Reid eased the impact of an earlier proposal to tax high-value insurance plans, which has emerged as one of the principal methods for restraining the growth in health costs.
The bill includes tax increases on insurance companies, medical device makers, patients electing to undergo cosmetic surgery and drugmakers.

From Leader to Laggard in Just Over a Decade

The American stock market has soared 64 percent since it hit bottom eight months ago.
And that leaves it just where it was more than 11 years ago.
The United States stock market was the world leader in the great bull market of the late 1990s, but more recently it has been a laggard, in large part because of the weakness of the dollar. As the accompanying charts show, a stock investor looking for a part of the world to invest in back in 1998 — and to hold onto until now — could not have done worse than to choose the United States.
The charts show the movement of the Standard &Poor’s 500 and the S.& P. International 700 in the period since the American index first reached 1,100 on March 24, 1998. The International 700, which encompasses the non-American stocks in the S.& P. Global 1,200, rose much faster in the middle of this decade, then fell faster in the global recession. But since prices bottomed, it has leaped more than 80 percent.
For the entire period, an investor was better off in emerging markets than in the developed world. The segments of the global index representing Latin America, Australia and emerging Asian countries have soared. The Canadian index also more than doubled, thanks largely to natural resources stocks.
But prices, as measured in local currencies, are lower now than in 1998 for both the S.& P. Europe 350 and the S.& P./Topix 150, covering Japan. Measured in American dollars, as shown in the charts, those markets posted gains of 20 percent and 7 percent, respectively, because of currency movements.
On a sector basis, the best place to be over that period, both in the United States and globally, was in energy stocks. Oil prices fell to just above $10 a barrel in late 1998, and few investors saw value in the area. More recently, oil company profits set records as crude soared well above $100 a barrel, and even after the global downturn the price is more than $70.
Financial stocks have suffered more in the United States than in the rest of the world, but the credit crisis brought down many banks in other regions as well.
The charts also show 15 well-known companies from around the globe whose share prices are at least 300 percent higher than they were in 1998, and 15 such companies whose prices are less than half what they were then.

TUCSON, Ariz. -- An Oregon cheerleader was carted off the field and taken to a hospital after being hit in the head by a water bottle at the end of Oregon's 44-41 double-overtime over Arizona on Saturday night.
Oregon officials identified the cheerleader as Katelynn Johnson, a senior. There was no immediate word on her condition or whether she had lost consciousness.
Oregon athletic director Mike Bellotti told The Associated Press that Johnson had been hit with a full water bottle.
Witnesses said Johnson was hit near the entrance to the Oregon locker room in the southwest corner of Arizona Stadium, where the Ducks and their personnel were celebrating a dramatic victory that kept them in control of the Pac-10 title race. Technicians tended to Johnson for several minutes on the field before she was taken away.
"There were many things -- water and other things -- being thrown down there," Bellotti said.
Arizona officials could not immediately be reached for comment.
"That's just unacceptable behavior from fans, whether it was an Arizona fan or any fan across the nation," said Oregon quarterback Jeremiah Masoli, who scored the winning touchdown in overtime.

LONDON – Leaked British government documents call into question ex-Prime Minister Tony Blair's public statements on the buildup to the Iraq war and show plans for the U.S.-led 2003 invasion were being made more than a year earlier, a newspaper reported Sunday.
Britain's Sunday Telegraph published details of private statements made by senior British military figures claiming plans were in place months before the March 2003 invasion, but were so badly drafted they left troops poorly equipped and ill-prepared for the conflict.
The documents — transcripts of interviews from an internal defense ministry review of the conflict — disclose that some planning for the Iraq war had begun in February 2002. Maj. Gen. Graeme Lamb, then head of Britain's special forces, was quoted as saying he had been "working the war up since early 2002," according to the newspaper.
In July 2002, Blair told lawmakers at a House of Commons committee session that there were no preparations to invade Iraq.
Critics of the war have long insisted that Blair offered then-President George W. Bush an assurance as early as mid-2002 — before British lawmakers voted in 2003 to approve U.K. involvement — that Britain would join the war...

Her parents redecorated her bedroom soon after she left for college, as sure as everyone else in this town that Melissa Meyer would not be moving back. They took down the photos of Melissa meeting the Dalai Lama and laughing alongside Joe Biden, placing them in the closet. They packed away dozens of high school honor certificates -- valedictorian, class president, outstanding chemistry student -- and stored them in plastic boxes under the bed.
Melissa had always been too big for this town, her father liked to say. She was editor of the school newspaper, an intern in the U.S. Senate and the only student from Sentinel High School's Class of 2005 to attend college on the East Coast. On her rare visits home from George Washington University, longtime friends liked to tease her: "Hey, Melissa, are you president yet?"
So, how to explain this? Each morning, Melissa wakes up in her old bedroom, scans the foreign decor and thinks: This is the guest room now. I am the guest. I am not supposed to be here.
She graduated magna cum laude from the GW Business School in May, applied for 30 jobs at some of the nation's best-known companies, and it went nowhere. After visiting the campus career center and redesigning her résumé, she applied for 10 more jobs. Still nothing. The lease on her Foggy Bottom apartment expired in June. There was no place to go but home, with a collection of rejection letters and a haunting sense of betrayal. For 23 years, she had advanced down America's path to success -- perfect grades, a $200,000 college degree, a folder overstuffed with business cards -- only to have it dead-end back where she started...
We are right back to where the Great Reagan Recession of 1982 started along with the Savings and Loan scandal which first robbed the middle class of their nest eggs, standard of living, and pride. Our best and brightest are drifting. When will the Old Boys Club of the Senate let go of their prejudices and failed ideology? It's no longer about preserving their past glories which were nothing more than fraud and corruption. It's about making life better for the next generation.
There are far too few conservatives holding onto way too much power in proportion to their numbers. It's time for them to let go or we will have to yank the rug right out from under them for our childrens' sake.

India may get $1 billion in IT outsourcing contracts: report
MUMBAI (Reuters) – Leading Indian outsourcers such as Tata Consultancy (TCS.BO), Infosys (INFY.BO) and Wipro (WIPR.BO) stand to gain contracts worth about $1 billion in the next one or two years as U.S. banks emerge from the troubled asset relief program, the Economic Times reported on Monday.
The newspaper said JPMorgan (JPM.N), Goldman Sachs (GS.N) and Morgan Stanley (MS.N) that received approval to buy back government stake worth $68 billion earlier this year are among the firms seeking operational efficiencies by outsourcing non-core IT and back-office projects to India.
American Express (AXP.N), Bank of New York Mellon (BK.N) and Capital One, which have started repaying government debt, were also considering outsourcing, it said.

Global Warming
Global warming is an increase in the average temperature of Earth's surface. Since the late 1800's, the global average temperature has increased about 0.7 to 1.4 degrees F (0.4 to 0.8 degrees C). Many experts estimate that the average temperature will rise an additional 2.5 to 10.4 degrees F (1.4 to 5.8 degrees C) by 2100. That rate of increase would be much larger than most past rates of increase.
Scientists worry that human societies and natural ecosystems might not adapt to rapid climate changes. An ecosystem consists of the living organisms and physical environment in a particular area. Global warming could cause much harm, so countries throughout the world drafted an agreement called the Kyoto Protocol to help limit it.
Causes of global warming
Climatologists (scientists who study climate) have analyzed the global warming that has occurred since the late 1800's. A majority of climatologists have concluded that human activities are responsible for most of the warming. Human activities contribute to global warming by enhancing Earth's natural greenhouse effect. The greenhouse effect warms Earth's surface through a complex process involving sunlight, gases, and particles in the atmosphere. Gases that trap heat in the atmosphere are known as greenhouse gases.
The main human activities that contribute to global warming are the burning of fossil fuels (coal, oil, and natural gas) and the clearing of land. Most of the burning occurs in automobiles, in factories, and in electric power plants that provide energy for houses and office buildings. The burning of fossil fuels creates carbon dioxide, whose chemical formula is CO2. CO2 is a greenhouse gas that slows the escape of heat into space. Trees and other plants remove CO2 from the air during photosynthesis, the process they use to produce food. The clearing of land contributes to the buildup of CO2 by reducing the rate at which the gas is removed from the atmosphere or by the decomposition of dead vegetation.
A small number of scientists argue that the increase in greenhouse gases has not made a measurable difference in the temperature. They say that natural processes could have caused global warming. Those processes include increases in the energy emitted (given off) by the sun. But the vast majority of climatologists believe that increases in the sun's energy have contributed only slightly to recent warming.
The impact of global warming
Thousands of icebergs float off the coast of the Antarctic Peninsula after 1,250 square miles (3,240 square kilometers) of the Larsen B ice shelf disintegrated in 2002. Continued global warming could have many damaging effects. It might harm plants and animals that live in the sea. It could also force animals and plants on land to move to new habitats. Weather patterns could change, causing flooding, drought, and an increase in damaging storms. Global warming could melt enough polar ice to raise the sea level. In certain parts of the world, human disease could spread, and crop yields could decline.
Harm to ocean life
Through global warming, the surface waters of the oceans could become warmer, increasing the stress on ocean ecosystems, such as coral reefs. High water temperatures can cause a damaging process called coral bleaching. When corals bleach, they expel the algae that give them their color and nourishment. The corals turn white and, unless the water temperature cools, they die. Added warmth also helps spread diseases that affect sea creatures.
Changes of habitat
Widespread shifts might occur in the natural habitats of animals and plants. Many species would have difficulty surviving in the regions they now inhabit. For example, many flowering plants will not bloom without a sufficient period of winter cold. And human occupation has altered the landscape in ways that would make new habitats hard to reach or unavailable altogether.
Weather damage
Extreme weather conditions might become more frequent and therefore more damaging. Changes in rainfall patterns could increase both flooding and drought in some areas. More hurricanes and other tropical storms might occur, and they could become more powerful.
Rising sea level
Continued global warming might, over centuries, melt large amounts of ice from a vast sheet that covers most of West Antarctica. As a result, the sea level would rise throughout the world. Many coastal areas would experience flooding, erosion, a loss of wetlands, and an entry of seawater into freshwater areas. High sea levels would submerge some coastal cities, small island nations, and other inhabited regions.
Threats to human health
Tropical diseases, such as malaria and dengue, might spread to larger regions. Longer-lasting and more intense heat waves could cause more deaths and illnesses. Floods and droughts could increase hunger and malnutrition.
Changes in crop yields
Canada and parts of Russia might benefit from an increase in crop yields. But any increases in yields could be more than offset by decreases caused by drought and higher temperatures -- particularly if the amount of warming were more than a few degrees Celsius. Yields in the tropics might fall disastrously because temperatures there are already almost as high as many crop plants can tolerate.
Limited global warming
Climatologists are studying ways to limit global warming. Two key methods would be (1) limiting CO2 emissions and (2) carbon sequestration -- either preventing carbon dioxide from entering the atmosphere or removing CO2 already there.
Limiting CO2 emissions
Two effective techniques for limiting CO2 emissions would be (1) to replace fossil fuels with energy sources that do not emit CO2, and (2) to use fossil fuels more efficiently.
Alternative energy sources that do not emit CO2 include the wind, sunlight, nuclear energy, and underground steam. Devices known as wind turbines can convert wind energy to electric energy. Solar cells can convert sunlight to electric energy, and various devices can convert solar energy to useful heat. Geothermal power plants convert energy in underground steam to electric energy.
Alternative sources of energy are more expensive to use than fossil fuels. However, increased research into their use would almost certainly reduce their cost.
Carbon sequestration could take two forms: (1) underground or underwater storage and (2) storage in living plants.
Underground or underwater storage would involve injecting industrial emissions of CO2 into underground geologic formations or the ocean. Suitable underground formations include natural reservoirs of oil and gas from which most of the oil or gas has been removed. Pumping CO2 into a reservoir would have the added benefit of making it easier to remove the remaining oil or gas. The value of that product could offset the cost of sequestration. Deep deposits of salt or coal could also be suitable.
The oceans could store much CO2. However, scientists have not yet determined the environmental impacts of using the ocean for carbon sequestration.
Storage in living plants
Green plants absorb CO2 from the atmosphere as they grow. They combine carbon from CO2 with hydrogen to make simple sugars, which they store in their tissues. After plants die, their bodies decay and release CO2. Ecosystems with abundant plant life, such as forests and even cropland, could tie up much carbon. However, future generations of people would have to keep the ecosystems intact. Otherwise, the sequestered carbon would re-enter the atmosphere as CO2.
Agreement on global warming
Delegates from more than 160 countries met in Kyoto, Japan, in 1997 to draft the agreement that became known as the Kyoto Protocol. That agreement calls for decreases in the emissions of greenhouse gases.
Emissions targets
Thirty-eight industrialized nations would have to restrict their emissions of CO2 and five other greenhouse gases. The restrictions would occur from 2008 through 2012. Different countries would have different emissions targets. As a whole, the 38 countries would restrict their emissions to a yearly average of about 95 percent of their 1990 emissions. The agreement does not place restrictions on developing countries. But it encourages the industrialized nations to cooperate in helping developing countries limit emissions voluntarily.
Industrialized nations could also buy or sell emission reduction units. Suppose an industrialized nation cut its emissions more than was required by the agreement. That country could sell other industrialized nations emission reduction units allowing those nations to emit the amount equal to the excess it had cut.
Several other programs could also help an industrialized nation earn credit toward its target. For example, the nation might help a developing country reduce emissions by replacing fossil fuels in some applications.
Approving the agreement
The protocol would take effect as a treaty if (1) at least 55 countries ratified (formally approved) it, and (2) the industrialized countries ratifying the protocol had CO2 emissions in 1990 that equaled at least 55 percent of the emissions of all 38 industrialized countries in 1990.
In 2001, the United States rejected the Kyoto Protocol. President George W. Bush said that the agreement could harm the U.S. economy. But he declared that the United States would work with other countries to limit global warming. Other countries, most notably the members of the European Union, agreed to continue with the agreement without United States participation.
By 2004, more than 100 countries, including nearly all the countries classified as industrialized under the protocol, had ratified the agreement. However, the agreement required ratification by Russia or the United States to go into effect. Russia ratified the protocol in November 2004. The treaty was to come into force in February 2005.
Analyzing global warming
Scientists use information from several sources to analyze global warming that occurred before people began to use thermometers. Those sources include tree rings, cores (cylindrical samples) of ice drilled from Antarctica and Greenland, and cores drilled out of sediments in oceans. Information from these sources indicates that the temperature increase of the 1900's was probably the largest in the last 1,000 years.
Computers help climatologists analyze past climate changes and predict future changes. First, a scientist programs a computer with a set of mathematical equations known as a climate model. The equations describe how various factors, such as the amount of CO2 in the atmosphere, affect the temperature of Earth's surface. Next, the scientist enters data representing the values of those factors at a certain time. He or she then runs the program, and the computer describes how the temperature would vary. A computer's representation of changing climatic conditions is known as a climate simulation.
In 2001, the Intergovernmental Panel on Climate Change (IPCC), a group sponsored by the United Nations (UN), published results of climate simulations in a report on global warming. Climatologists used three simulations to determine whether natural variations in climate produced the warming of the past 100 years. The first simulation took into account both natural processes and human activities that affect the climate. The second simulation took into account only the natural processes, and the third only the human activities.
The climatologists then compared the temperatures predicted by the three simulations with the actual temperatures recorded by thermometers. Only the first simulation, which took into account both natural processes and human activities, produced results that corresponded closely to the recorded temperatures.
The IPCC also published results of simulations that predicted temperatures until 2100. The different simulations took into account the same natural processes but different patterns of human activity. For example, scenarios differed in the amounts of CO2 that would enter the atmosphere due to human activities.
The simulations showed that there can be no "quick fix" to the problem of global warming. Even if all emissions of greenhouse gases were to cease immediately, the temperature would continue to increase after 2100 because of the greenhouse gases already in the atmosphere.

Ball is listed as a "consultant" of a Calgary-based global warming skeptic organization called the "Friends of Science" (FOS).
Ball is also listed as an "Executive" for a Canadian group called the "Natural Resource Stewardship Project," (NRSP) a lobby organization that refuses to disclose its funding sources.
DeSmog recently uncovered information showing that two of the founding directors of the NRSP are lobbyists for the energy sector.
Ball and the oil industry
In a January 28, 2007 article in the Toronto Star, the President of the Friends of Science admitted that about one-third of the funding for the FOS is provided by the oil industry. In an August 2006 Globe and Mail feature, FOS was exposed as being funded in part by the oil and gas sector and hiding this fact. According to the Globe and Mail, the oil industry money was funnelled through the Calgary Foundation charity to the University of Calgary and then put into an education trust for the FOS.
Ball inflates credentials
Ball and the organizations he is affiliated with have repeatedly made the claim that he is the "first Canadian PhD in climatology." Even further, Ball once claimed he was "one of the first climatology PhD's in the world." As many people have pointed out, there have been many PhD's in the field prior to Ball.

Ball retired from the University of Winnipeg in 1996. A search of 22,000 academic journals shows that over the course of his career Ball published four pieces of original research in peer-reviewed journals on the subject of climate change. Ball has not published any new research in the last 11 years.

Economists Predict Job Losses Will Stop In Early 2010
Economists expect the joblessness that has weighed down the nation's economic recovery will start to slowly abate in 2010, but they predict consumers will continue to keep a tight rein on spending, according to a new survey.
While signs have pointed to the end of the recession, joblessness remains rampant. The national unemployment rate jumped to 10.2 percent in October, the highest in 26 years. About 9 million people currently receive unemployment benefits.
The November outlook by the National Association for Business Economics, which is set to be released Monday, shows economists expect net employment losses to bottom out in the first quarter of next year. Employers are seen starting to add to their payrolls after that.
"While the recovery has been jobless so far, that should soon change," said Lynn Reaser, NABE's president and chief economist at Point Loma Nazarene University. "Within the next few months, companies should be adding instead of cutting jobs."

WASHINGTON - A leading Senate Democrat said Monday his party is determined to push through a health care overhaul bill with or without Republican support because the "system is broken."
"We prefer to go at it with Republicans if we can reach compromises in some areas," said Sen. Charles Schumer, D-N.Y. "But we're not going to not pass a bill."
Schumer dueled with Republican Sen. Kay Bailey Hutchison on a network morning news show in the wake of a key Senate vote Saturday night that advanced a 10-year, $959 billion health bill to full debate. Hutchison argued that "you're going to put taxes and mandates on business" that would be a drag on an economy still struggling to recover from recession.
Congressional Democrats are trying to resolve differences within their rank and file over abortion, taxes and letting the government sell health insurance as a competitor with private insurers. Those are all crucial policy questions, and House and Senate Democrats have taken conflicting approaches.
Appearing on NBC's "Today" show Monday, Schumer said, "We all know we have to give a little. ... If we don't do anything, that is the worst situation, and we have a good bill." He said lawmakers must come together because "the health care system is broken."
Schumer argued that Republican critics "haven't put any alternative on the floor."
Hutchison called it "a terrible idea at this time." She said that Republicans "have put alternatives on the floor," including individual tax credits that would not include cutting Medicare and permitting a government takeover of the health care system.
The Democratic measures would leave 12 million or more eligible Americans uninsured. Many middle-class families who'd now be required to buy coverage would still find the premiums a stretch, even with government aid. A new federal fund to provide temporary coverage for people with health problems would quickly run out of cash.
For now, these bread-and-butter concerns take a back seat to more pressing issues for Democratic lawmakers trying to deliver on President Barack Obama's signature issue.
The House passed its health care bill 220-215 earlier this month. The Senate cleared the way Saturday for debate on legislation unveiled by Majority Leader Harry Reid, D-Nev. The bill, a compromise between two committee-passed versions, could undergo significant changes as senators amend it during weeks of arduous debate ahead.
Both bills would require all Americans to carry health insurance, with government help to make premiums more affordable. They would ban insurance companies from denying coverage or charging more to people with health problems. They would set up new insurance markets for those who now have the hardest time finding and keeping coverage _ self-employed people and small businesses. Americans insured through big employer plans would gain new consumer protections but wouldn't face major changes. Seniors would get better prescription coverage.
"For the first time, we're going to allow American consumers to be involved in a buyers' market for health insurance," said Sen. Chris Dodd, D-Conn., one of the authors of the Senate bill. "This Congress is going to pass, and this president is going to sign, a national health care program for all Americans."
Before any signing ceremony, lawmakers must clear some tall hurdles.
On abortion funding, the House adopted strict limitations as the price for getting anti-abortion Democrats to vote for the final bill. Abortion rights supporters are backing Reid's approach in the Senate bill, which tries to preserve coverage for abortion while stipulating that federal dollars may not be used except in cases of rape, incest, or to save the life of the mother.
In the end, Reid may have to bend. Catholic bishops say they can't accept his approach because it would let federally subsidized plans cover abortion. They vow to oppose the health care bill unless, like the House, the Senate enacts stronger language. Democratic senators opposed to abortion are already threatening a battle.
On financing, the House relies mainly on an income tax hike for upper-earners to pay for expanded coverage. The Senate opted for a tax on high-cost insurance plans, a Medicare payroll tax hike on the wealthy and fees on medical industries. In polls, the House approach is more popular. The Obama administration has signaled it likes the Senate's insurance tax.
That leaves the controversy over a creating a government health plan to compete with the insurance industry. It has dominated the debate and remains unresolved.
Both House and Senate bills now provide for a government insurance plan, but Reid's bill would let states opt out. It's not clear that Reid has the votes. He may be able to get a compromise to allow a government plan only if, after a reasonable time, insurance companies fail to deliver lower premiums.
Resolving these policy issues would be a historic accomplishment for Democrats. But the bill could still leave consumers feeling a little

Last Wednesday, a media firestorm erupted after a seventeen-year-old girl named Jackie was interviewed by MSNBC's Norah O'Donnell while standing in line during Sarah Palin's Michigan book signing. Jackie, wearing a shirt that read, "The US government handed out $700 billion in Wall Street bailouts and all I got was this lousy t-shirt," was caught off-guard when O'Donnell informed her that Sarah Palin was on record as supporting the bailout.
In her piece for Red White & Conservative, she feels the need to drive home the fact that she's only seventeen four separate times, as if that were some sort of defense.
Now, I understand that much of the electorate is made up of low information voters who don't closely follow politics. That's fine -- it's not ideal, but it's perfectly understandable.
But according to her school profile, Jackie is very politically involved. She is an intern with the Michigan Republican Party and is clearly excited and passionate about what her political "role model," Former-Governor Palin, represents. And yet, when she cannot correctly identify one of Palin's most basic political positions, she plays the victim and blames everybody but herself.
Then, conservative members of the media take the bait and praise her as some sort of Republican hero. They are more than happy to glorify this culture of ignorance and hide behind the veil of "elitism" and "media bias" when anyone approaches them with facts.
