McCain was rebuked by the Senate Ethics Committee for exercising "poor judgment",[89] but their 1991 report said that McCain's "actions were not improper nor attended with gross negligence and did not reach the level of requiring institutional action against him." .........This is the type of information the people need, not attacks on his war record.
