Democratic activists may find skills transferable between local, state and national voter files. Although the McCain-Feingold Bipartisan Reform Act (BCRA) prohibits some voter identification activities from being funded by state and local parties, activists may find that their skills are transferable between the voter lists generated by the the state and local parties and those federal campaigns (Presidential, US Senate, US Congress) using the DNC VoteBuilder system.

The Democratic National Committee announced that it has signed a deal with Voter Activation Network (VAN) to create a nationwide voter file interface for the DNC's national voter file. The new voter file, which has been renamed "VoteBuilder", builds on both the significant enhancements and upgrades Chairman Dean made during the 2006 election cycle and the critical investment in the DNC's voter file made by former Chairman Terry McAuliffe.
The Florida Democratic Party (FDP) uses a system that was also built by VAN, so although the McCain-Feingold Bipartisan Campaign Reform Act (BCRA) prohibits some voter identification activities from being paid for by state and local parties
