Last April, Emily Kronenberg posted a blog that reported on hearings held by the House Committee on Oversight and Government Reform about the effectiveness of abstinence-only education.  Yesterday, MSNBC reported that the number of states refusing abstinence-only grants is increasing because abstinence-only education is so ineffective  in preventing teen pregnancy.

Americans are beginnig to say no bullies who would force their religious requirements on the distribution of funds designed to prevent the spread of disease and unwanted pregnancies among our teenagers.
  
You can't rely on abstinence only

to help prevent pregancy. You have to give all options and leave it up to the individual to make the choice. People will still do what they want to do.
