SOLUTION: Borders, Immigration, Security & Economy

There are many great concerns in this historic Presidential election year. The consuming economy crisis has permitted little attention for other pressing matters that exist. Issues surrounding border control have yet to be addressed, however, resolving border control and immigration can simultaneously generate our economy and assure our national security. Still, the matter lurks...
Seemingly, there is much gripe and little clarity for answers: Opinions, but no solutions. Considering it remains necessary, mandatory, that a solution concerning border control crisis be achieved, unlike a fence, provided below is a potential plan of action. Not only does this plan address border control, immigration and national security while helping to build our economy and create jobs, it maintains American pride, heritage and reputation.
Problem:
Border Control; Illegal Immigration; National Security.
Objective:
* Control immigration population along our Mexican Border.
* Establish a foundation for regulation.
* Secure our borders from potentially threatening organizations.
* Address the millions of illegal immigrants currently residing in the U.S.
* Collect taxes on wages earned from immigrants in the U.S.
* Maintain good foreign affairs.
* Recognize America is a great nation, built from all others. United, forever.
Solution:
* Renew the legend of American Immigration, Ellis Island.
* Use the accomplishments of our history's blueprint to create Border Cities.
Plan Border Cities:
* A series of green campus facilities built along the U.S. Mexican border created as registration and transition process centers for entry into the U.S.
* Used for emigrants seeking to establish residence in the United States of America.
* Establish an off campus commercial cultural center associated with the facility to better relations within our western region and create additional economic opportunities for people within our borders.
Implementation:
* Establish a quota of immigration applicants accepted into process annually.
* Border City Admission takes place quarterly throughout the year.
* Applicants remain in Border City admission program for 8 weeks.
* Applications submitted; Individuals or one application per family; verification required.
* Names selected by lottery.
* Upon selection, applicants and family report to Border City.
* Upon successful completion of program, applicant is then registered and permitted entry into the United States for a 3-year probation period.
* During probation period, registered immigrant pays a registration tax totaling 3% of wages earned; monies used to help subsidize funding for the program.
* Immigrants report with Border City Administration bi-annually for 3 years during probation period.
* Applicants who do not successfully complete the program are denied entry and will not be eligible to resubmit an application for 1 year.
* Failure to comply results in exportation.
* Prior to implementation, current illegal aliens may register with Immigration, file all necessary paperwork and adhere to the standards of probation, including 3% registration tax and bi-annual reporting.
* Upon implementation, unregistered, illegal aliens will be exported and not eligible to file an admission application for 1 year.
* A Help House program implemented on Border City campus operates to manage individuals who otherwise may not be available to a residence and protocol application processing, whereas escaping to America may appear a desperate option. Runaways are guided through the application process and enabled to follow application procedure.
On Campus in the City:
* Registrar and Administration Center (include check in/out, establishing residence, reviewing probation periods)
* Security Center (include campus security, background screening, border security)
* Dormitories
* Dining Hall
* Medical center (health checks, vaccinations)
* Business center & library (adult classes, job training/placement assistance)
* Children's Center (children classes, playground, child care)
* Help House
Classes include:
* American History and Culture
* Laws & Constitution
* English speaking, reading, writing
* Transportation
* Dollars, cents and taxes
* Freedom and responsibility
* Healthcare/Homecare
Upon completion of program, applicants will have accomplished and tested in basic English speaking, reading and writing skills, established a place of residence, secured a job, become a registered alien, filed tax papers, enrolled children in school, checked for health and background safety and are better prepared for life within our American society. Overall, better for all.
Commercial cultural center:
An off campus commercial district composed of shopping, restaurants and galleries combining the western influences of North, South and Central America. Featured in the heart of the district, and in tribute to our Statue of Liberty herself, the very first sight of North America seen by immigrants who sailed this way, an American monument of celebration. Each structure embracing a great white light filled with the same hopes and dreams of so many before... seemingly, despite time, so many will risk everything to arrive at this land we call home and strive for the opportunities to live the dream... Border Cities can safely secure that dream and secure all that do, moreover attribute thankful regard to our ancestors who paved the way.

Unlike a fence, border cities keep hope and honor alive. All the while they promote good relations, furthermore, encourage safe and legal entry into the United States.
What is more, in addition to implementing a screening process for people entering the US- Mexican border, Border Cities enable legislation and security to work on the side of all Americans. Given approximately 2, 000 miles of U.S. southern border, potentially, 10 Border City campus's may be constructed at an estimated 200 miles apart thus further securing and better enabling monitoring.
Not so long ago Ellis Island managed an infiltration of immigrants; Today, Border Cities can not only create jobs and establish our admission regulation process center while maintaining relations, they can act on our defense. Ultimately, such as Ellis Island, Border Cities are representative of the true Spirit that built this unique nation.
That said: set forth here is a specific plan of action, a potential solution.
Curiously, how could immigration BE such a crisis at home while it appears as though Mexican/South Americans would be better going to China seeking American jobs, after all, most of what we purchase is now made there, but then, that's another issue to the economy waiting for a solution...
