Six Point Plan for Progressive Politics

Below are the local and state issues that I believe people really care about. While written with Texas in mind, I would hope that this Six Point Plan could serve as a template for progressive political action anywhere.
SIX POINTS FOR A PROGRESSIVE TEXAS
1. Health Care. Provide basic and emergency medical treatment for any citizen at out-patient clinics staffed by nurses, physicians assistants, and doctors who have been given a year of free tuition at any of the stateâ??s health professions or medical schools in exchange for one year of community practice at a nominal salary after they graduate.
2. Crime. Break the cycle of domestic violence by switching the emphasis from welfare dependence to full employment and affordable child care for the working poor. Focus on treatment and education instead of punishment for drug abusers, but with zero tolerance for violent crime, whatever its cause.
3. Conservation and Energy Independence. Cherish our heritage and resources by promoting historical and natural conservation, curbing waste through recycling, and turning Texas into the worldwide leader in research, development, and production of new energy.
4. Community Service. Give every person the chance to volunteer for community service for one year, in exchange for two years of tuition-free education at any state college, university, professional school, or trade school. Promote this as a year for maturation and the exercise of civic responsibility to high school graduates, in particular
5. Immigration Reform. Provide legal, temporary resident status to immigrant guest workers who register for the program when they cross the border. Respect the human rights and dignity of every person within our borders without regard to race or national origin, and reward their work with fair wages.
6. Tax Reform. Shift taxation from property to payrolls, with a 10 percent flat-tax surcharge on every federal income tax return. This will raise 15 billion dollars, reduce the average property tax by 15% per year, and provide the funds for statewide healthcare, welfare reform, crime prevention, and the social services required of a compassionate society.
