Reauthorize the Office of Community Oriented Policing Services (COPS). A Brookings Institute study determined that for every $1.4 billion invested in hiring law enforcement officers, society will get back $6 billion to $12 billion. The 2007 Biden Crime Bill revitalizes the Department of Justice COPS program by authorizing $1.15 billion per year, with $600 million set aside for hiring over the next six years - resulting in a benefit to society of $15.4 to $30 billion. The legislation authorizes: $600 million per year for the police hiring program -- enough for up to 50,000 officers to combat terrorism, school violence, and engage in community policing; $350 million per year for police departments to acquire new technology and equipment to track and fight crime; and $200 million per year to help local district attorneys hire and train community prosecutors. Over the next six years we can expect roughly a 5% reduction in the crime rate based on a Government Accountability Office (GAO) study of the effect of COPS from 1993 to 2000. Read More »

Overall this blatant destruction of evidence only reinforces the widespread belief that the 2004 election was stolen.

The 2004 presidential election was mired in controversy all over the country. Candidate Kerry’s legion of volunteer lawyers was ready to fight anticipated election fraud. Serious challenges were defused when Kerry conceded the election in the early morning of November 3, 2004. Failing to recognize that candidates cannot concede the votes of citizens, the news media and political parties called it a night.
Ohio was ground zero for charges of election fraud. These are ably detailed in several articles and won’t be repeated here. One post election event is worth mentioning. The March 13, 2007 Toledo Blade ran this headline at the end of a major trial in Cleveland:
2 election workers get 18 months for rigging presidential recount.

Excerpt: "Biden focused part of his speech on a new topic " prison reform. He said he believes money spent on incarcerating people could be spent on other reforms that could prevent people from going to jail. He pointed out that the average cost of a prison in jail for a year was $22,650. The solution can be dealt with by providing $7,000 a year per individual with quality preschool and a quality education, he said.
He also pointed out the benefits of a child starting preschool at age three was 70 percent less likely to go to prison than a child who doesn’t in the minority community. The senator said for $2,200 a year per child could provide better after school care. He also said that every child who qualifies to go to college could have their four years of college paid off for less than $11 million a year, which is less than one month in Iraq, and cost less than the combined total of the prison population in one year.
The senator pointed out that criminals, despite their ethnicity, have two things in common -- they can’t read and that they watched their mothers abused as they were growing up.
“If you want to change America, if you want to change the way things are going on then empower women and give them the power,” Biden said. “If you want to change the world then you have to empower women in other parts of the world. I think that the degree to which we give aid to other countries should be directly related to them liberating the women in their country.” "
I hope this NEVER happens in Wisconsin, where I live. I'm sure some of you have not forgotten about the April's VT Shooting.
