Please contact your Senators today and urge them to vote in favor of the Veterans Disability Claims Modernization Act of 2008 (H.R. 5892). This important legislation will essentially direct the Secretary of Veterans Affairs to modernize the disability benefits claims processing system of the Department of Veterans Affairs (VA) to ensure the accurate and timely delivery of compensation to veterans and their families and survivors. H.R. 5892 passed the House unanimously on July 31, 2008 and was referred to the Senate Committee on Veterans' Affairs. The bill contains a number of favorable provisions, such as:
� Requires improvements in VA's work credit, quality assurance, and management systems in order to improve accuracy and accountability in decisions affecting disability compensation;
� implements enhanced training, including certification, for VA employees responsible for processing claims;
� requires VA to immediately assign temporary, partial ratings for severe disabilities that are indisputably related to military service;
� allows for substitution by surviving spouses as claimants when a veteran spouse dies while a claim is pending; and
� mandates that the Court of Appeals for Veterans Claims must address issues raised by an appellant in court decisions rather than remanding or deny a appeal without addressing such issues.
Contact your Senators immediately to urge them to vote in passage of the Veterans Disability Claims Modernization Act of 2008.

A coalition representing millions of America�s veterans today expressed outrage at a White House claim that Congress is overspending on veterans programs and has threatened to veto any of the remaining 11 spending bills that exceed the President�s request.......
I am passing on this article from the Air Force Times about veterans who are fighting to have Segways classified in the same catagory as wheelchairs under the ADA (medical devices). Segways have been donated to over 150 disabled vets of Iraq and Afghanistan, and there are solid medical reasons for using them rather than wheelchairs. The current rules don't cover them and the proposed rules would classify them in the same catagory as golf carts and bicycles. Fellow Democrats this is important, Please take 5 minutes out of your day to comment. Comments can be submitted at http://www.regulations.gov.

I am writing to support the position of the Disability Rights Advocates for Technology that the Segway should be classified identically to the wheelchair, it is specifically designed for indoor and outdoor environments. The footprint of the Segway is smaller than a wheelchair, and it weighs less than power wheelchairs and most scooters. The proposed guidance threatens to deal a severe setback to America�s disabled community and senior citizens, by discriminating against Segways and other technology devices that improve the quality of their lives.

'Disposable Heroes': Veterans Used To Test Suicide-Linked Drugs

 An ABC News and Washington Times Investigation Reveals Vets Are Being Recruited for Government Tests on Drugs with Violent Side Effects

By BRIAN ROSS and VIC WALTER June 17, 2008 — Mentally distressed veterans from Iraq and Afghanistan are being recruited for government tests on pharmaceutical drugs linked to suicide and other violent side effects, an investigation by ABC News and The Washington Times has found.

The report will air on Good Morning America and will also appear in The Washington Times on Tuesday. In one of the human experiments, involving the anti-smoking drug Chantix, Veterans Administration doctors waited more than three months before warning veterans about the possible serious side effects, including suicide and neuropsychiatric behavior.

"Lab rat, guinea pig, disposable hero," said former US Army sniper James Elliott in describing how he felt he was betrayed by the Veterans Administration.

Elliott, 38, of suburban Washington, D.C., was recruited, at $30 a month, for the Chantix anti-smoking study three years after being diagnosed with Post Traumatic Stress Disorder. He served a 15-month tour of duty in Iraq from 2003-2004. Months after he began taking the drug, Elliott suffered a mental breakdown, experiencing a relapse of Iraq combat nightmares he blames on Chantix.

"They never told me that I was going to be suicidal, that I would cease sleeping. They never told me anything except this will help me quit smoking," Elliott told ABC News and The Washington Times.

On the night of February 5th, after consuming a few beers, Elliott says he "snapped" and left his home with a loaded gun. His fiancee, Tammy, called police and warned, "He's extremely unstable. He has PTSD."

"Do you think that he is going to shoot or attack the police?" the 911 dispatcher asked.

"I can't be certain. I don't know," she said.

"He was operating as if he was back in theater, in combat theater," she told ABC News. "And of course, a soldier goes nowhere without a gun."

When police arrived, they found Elliott in the street, with the gun in the front pocket of his hooded sweatshirt. "Are you going to shoot me? Shoot me," Elliott said, according to the police report.

Police used a Taser gun to stun Elliott and placed him under arrest. It wasn't until three weeks later that the Veterans Administration advised the veterans in the Chantix study that the drug may cause serious side effects, including "anxiety, nervousness, tension, depression, thoughts of suicide, and attempted and completed suicide."

The VA's letter to the veterans, on February 29, 2008, followed three warnings from the FDA and Chantix' maker Pfizer, that were issued on November 20, 2007, January 18, 2008 and February 1, 2008. (click here to read the FDA warning and click here to read Pfizer's statement on Chantix)

"How this study continued in the face of these difficulties is almost impossible to understand," said Arthur Caplan, director of the Center for Bioethics at the University of Pennsylvania. Doctors at the Veterans Administration say they acted as quickly as they could.

"This didn't justify an emergency warning at that level," said Dr. Miles McFall, co-administrator of the VA study. Dr. McFall said there is no proof that Elliott's breakdown was caused by Chantix and he sees no reason to discontinue the study. Some 140 veterans diagnosed with Post Traumatic Stress Disorder continue to receive Chantix as part of a smoking cessation study.

Dr. McFall says the VA decided to continue the Chantix study because "it would be depriving our veterans of an effective method of treatment to help them stop smoking."

Caplan, one of the country's leading medical ethicists, said he was stunned by the VA's decision to continue the Chantix experiment. "Why take the group most a risk and keep them going? That doesn't make any sense, once you know the risk is there," he said.

Chantix is one of the drugs being used in an estimated 25 clinical studies using veterans by the VA. Pfizer maintains that "the benefits of Chantix outweigh the risks" and that it continues to do further studies on the drug. The FAA has prohibited commercial airline pilots from using Chantix because of its possible side effects.

Just so you know where I come from: I sent a partner off to Afghanistan, a brother and nephew to Iraq, my Uncle was in Nam, my Father Korea, my Grandfather and his four brothers in WW2.


What I find the most disturbing is the fact that he stumbled through the story almost like he knew he was telling a fabrication. Then to imply with his speech mannerism that it meant something personal to him - awful. Then to hear it was not that horrid death camp. Then to hear it was not even his Uncle, but a Great-Uncle.


How disgusting to toy with the Vets and their families, especially on a day when he was to honor their service.


And, to classify these as gaffes or misspeaking - do not assume to tell me that this intelligent, well spoken man had such an episode.


Not the POTUS I would want to sit in the Oval Office making decisions about my country and world - ever.

McCain is against a measure that would fund education for veterans, proposing legislation that would provide less money to encourage venterans to re-enlist.

The original GI bill sent thousands of WWII veterans back to school and in doing so strengthend our economy and built the economy by fostering an educated workforce which made us the econmic force in the world that we have been.

The veterans are returning home, many with severe injuries they would not have survived in other wars because of cutting edge medical care in the field. These disabled vets deserve everything we can provide for them.

Many of those who are not physically injured suffer from post traumatic stress and there is a high suicide rate among returning soldiers.

Recurring deployments are taking a toll on the military. Trying to divert them from education to continued combat service is inhumane.

McCain, for all his military experience, has delivered a blow to veterans.

In fact, veterans of the U.S. military returning to the job market are more likely to become union members than other workers. Six million union members, or 38 percent of all union members, are veterans of military service.

But many soldiers and sailors returning home to look for jobs today face severe difficulty. Eighteen percent of veterans recently back from tours of duty are unemployed. Of those employed since leaving the military, 25 percent earn less than $21,840 a year, according to the Department of Veterans Affairs.

More veterans kill themselves than are being killed in combat. The numbers seem fairly accurate. However, the cause of the suicides by veterans is being mis-identified. The veterans aren't killing themselves because the VA is not providing adequate after-care. The veterans are killing themselves because while they were in military service they were ordered to do things which violate their sense of moral behavior and left them with memories with which they can't live.

What's being recommended is that if we can just brain-wash them after the fact, everything will be OK. What needs to happen is that the full trauma be revealed and that the circumstances that produce it be stopped.   Read More »

Habiendo toda la nación escuchado con detenimiento los mensajes o mejor dicho el libreto del General Petraus y del Embajador Crocker acerca de la ilegal guerra de Irak y el sorprendente y efusivo respaldo presidencial que estos tuvieron no que da otra cosa que pensar acerca de los perversos intereses que hay en todo esto. Por eso la siguiente pregón ta:

Lo cierto es que ninguno de las respuestas que estos “honorables” señores dieron ante el Honorable Congreso de este país tiene ninguna congruencia y sustento que permita decir ELLOS TIENEN LA RAZ"N!

Más aun creo que esto fue nada mas que un SHOW bien montado y efectivamente estudiado para distraer la atención de lo que realmente esta sucediendo no solo en el país sino en esta insensata guerra.

Pero como dicen la sabiduría y el proverbio de los viejos hombres……………nunca hay mal que por bien no venga………………y por ahí vino la respuesta del mismísimo primer ministro de Irak, declarando ante los medios internacionales…………………. “NO ESTOY DE ACUERDO CON LA PAUSA EN LA RETIRADA DE LAS TROPAS NORTEAMERICANAS”

Lo mas asombroso de todo es que la prensa de Este país casi no se hiciera eco de semejante declaración y las implicaciones de las mismas………………..mas aun los lideres políticos de ambos partidos y los opositores a la guerra tampoco hicieron eco de estas declaraciones.

New Web Site Offers Vietnam War RecordsSource: AP (3-26-08)The National Archives is joining with a Web site to make historical records of tens of thousands of deceased Vietnam War veterans available electronically for the first time.

The interactive site — http://www.footnote.com — is a Web re-creation of the Vietnam Veterans Memorial on the National Mall. The site allows access to thousands of pages of casualty records and agency photos. People can search by name, hometown, birthdate, tour date, or dozens of other categories.

Such information now is typically found only at National Archives locations, including the headquarters in College Park, Md., and by poring through files organized by topic. That makes searches a hit-or-miss proposition with long odds of finding relevant information, the agency said.
This week I had the chance to participate in a candidate forum on veteran's issues held in Franklin, Venango County. The forum offered a great opportunity to address several issues important to veterans in the 5th district. Several weeks ago I spoke with Ed Scurry, one of the veterans who set up the forum, and he mentioned to me the frustration that veterans in the north central region feel in trying to get regular attention from the current congressman.

Understanding their frustration, one of the ideas I offered during the forum is that I will employ a person on my district staff in the position of Veteran's Liaison. The top priorities of the Veteran's Liaison will be to meet on a regular basis with veterans and veterans groups on issues important to them on the local, regional and national levels. Additionally, I will utilize this person to keep me informed and up to date on all issues important to veterans. Perhaps the most important part of my idea, and a promise I will keep, is the person I hire as the Veterans Liaison will be a veteran from the 5th district.   Read More »

A blog was posted earlier highlighting Hillary's admirable plan to help Veterans. A comment was made that Obama's site had no information regarding Vets....which is simply untrue. So, in fairness, the following is Obama's plans to help Veterans.

Record of Advocacy: As a member of the U.S. Senate Committee on Veterans' Affairs, Obama passed legislation to improve care and slash red tape for our wounded warriors recovering at places like Walter Reed. He passed laws to help homeless veterans and offered an innovative solution to prevent at-risk veterans from falling into homelessness. Obama led a bipartisan effort in the Senate to try to halt the military's unfair practice of discharging service members for having a service-connected psychological injury. He fought for fair treatment of Illinois veterans' claims and forced the VA to conduct an unprecedented outreach campaign to disabled veterans with lower than-average benefits. Obama passed legislation to stop a VA review of closed PTSD cases that could have led to a reduction in veterans' benefits. He passed an amendment to ensure that all service members returning from Iraq are properly screened for traumatic brain injuries. He introduced legislation to direct the VA and Pentagon to fix disjointed records systems and improve outreach to members of the National Guard and Reserves.
