            <title>PA-05: McCracken for Congress -- Come January 2009, We Must Remember What The American People Expect</title>
            <description>Earlier this week I received an email from a 5th district voter with very strong pro-life beliefs who would like to vote for me.  She told me via email that she is comfortable that I am Catholic and my stance on pro-life issues is similar to that of Sen. Robert Casey.   She feels it is very likely Barack Obama will be elected President and the Democratic Party will gain seats Congress.   Where her concern lies is what actions a newly inaugurated President Barack Obama and a United States Congress with a strong Democratic majority will take after January of 2009.   She is afraid there will be a far left agenda that will attempt to overturn pro-life initiatives put into effect like the ban on partial birth abortions.&lt;br /&gt;
&lt;br /&gt;
In my response back to her, I explained that my agenda when I arrive in Washington will be exactly what I&#039;ve been campaigning on.  I want to concentrate on fiscal responsibility, a national energy policy that stresses domestically produced alternative fuels, health care and health insurance reform, saving and strengthening Social Security, rescinding No Child Left Behind and bringing our troops home from Iraq.   I also mentioned that I will not stand for Congress losing sight of what the agenda must be -- solving the problems important to the middle class.</description>

            <description>&lt;b&gt;Reiterating My OPPOSITION to Tolling I-80 as PA Turnpike Commission Reveals Plans to Spend I-80 Toll Money:&lt;/b&gt;&lt;br /&gt;

This week the Pennsylvania Turnpike Commission released details of their plans to repair Interstate 80 using the funds generated from tolls paid by users of the highway.  It was stated by the Turnpike Commission and their consultants that &quot;An assessment of the interstate showed that more than half its length has not been repaved since it was built some 40 years ago&quot;.  In press accounts, Barry J. Schoch, identified as Project Manager, also detailed plans to build a &quot;cashless open road tolling system&quot; that will utilize the EZ Pass system to collect a portion of the tolls.  Mr. Schoch also described how vehicles not equipped with EZ Pass will have their tolls collected saying &quot;a driver without E-ZPass will have his or her license plate photographed, generating a mailed-out bill for the vehicle owner&quot;.  He also stated that this non EZ Pass system &quot;is not currently used on any U.S. highway.&quot;</description>

The Myth of John McCain&#039;s Fundraising Disadvantage&lt;br /&gt;
A few days ago, I showed that despite John McCain&#039;s widely praised decision to accept public funding, about half of his general election budget will be funded privately with donations funneled through the Republican National Committee.&lt;br /&gt;
&lt;br /&gt;
Even though the public finance system nominally limits McCain&#039;s post-convention spending to the $84 million he&#039;ll receive in public funds, those limits are relatively meaningless thanks to loopholes that allow him to spend RNC money as if it were his own.&lt;br /&gt;
&lt;br /&gt;
When I wrote about this, I thought I was flagging something that the McCain campaign would have wanted to keep under wraps to avoid charges of hypocrisy. After all, individuals can give up to $28,500 to the RNC, more than twelve times as much as the $2,300 an individual is allowed to give to Obama&#039;s general election campaign.&lt;br /&gt;
&lt;br /&gt;
It turns out that I was completely wrong -- for weeks now the McCain campaign has been publicly boasting that McCain-RNC fundraising activities are joint operations to raise money for McCain&#039;s general election campaign.&lt;br /&gt;
&lt;br /&gt;
In fact, when McCain campaign manager Rick Davis gave a strategy briefing to supporters earlier this month, he explicitly noted that as far as the general election is concerned, there is no meaningful distinction between McCain campaign fundraising and RNC fundraising.&lt;br /&gt;
&lt;br /&gt;
Davis argued -- correctly -- that to get a true understanding of who is leading the fundraising battle, one must look at the combined totals of each candidate and their party.&lt;br /&gt;
&lt;br /&gt;
In other words, it&#039;s not the John McCain 2008 committee versus the Obama for America committee, it&#039;s McCain+RNC versus Obama+DNC.&lt;br /&gt;
&lt;br /&gt;
And when you look at the numbers that way, the world turns upside down: John McCain is leading the fundraising battle, and it&#039;s not even close.&lt;br /&gt;
&lt;br /&gt;
As you can see from this chart, John McCain and the RNC not only outraised Barack Obama and the DNC by more than 50% in May -- $45.9 million to $28.1 million -- they are also sitting on nearly twice as much cash-on-hand, $85.1 million to $47.1 million.&lt;br /&gt;
&lt;br /&gt;
The bottom-line here is that the media have spun up a David and Goliath narrative about fundraising this campaign. They are partially right -- it is a David and Goliath battle, but they&#039;ve got the roles reversed.&lt;br /&gt;
&lt;br /&gt;
No matter what happened in the primary season, so far in the general election, it&#039;s John McCain whose got the fundraising advantage now.&lt;br /&gt;
&lt;br /&gt;
And it&#039;s Barack Obama who is the underdog.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
