PA-05: McCracken for Congress -- Come January 2009, We Must Remember What The American People Expect

Earlier this week I received an email from a 5th district voter with very strong pro-life beliefs who would like to vote for me. She told me via email that she is comfortable that I am Catholic and my stance on pro-life issues is similar to that of Sen. Robert Casey. She feels it is very likely Barack Obama will be elected President and the Democratic Party will gain seats Congress. Where her concern lies is what actions a newly inaugurated President Barack Obama and a United States Congress with a strong Democratic majority will take after January of 2009. She is afraid there will be a far left agenda that will attempt to overturn pro-life initiatives put into effect like the ban on partial birth abortions.

In my response back to her, I explained that my agenda when I arrive in Washington will be exactly what I've been campaigning on. I want to concentrate on fiscal responsibility, a national energy policy that stresses domestically produced alternative fuels, health care and health insurance reform, saving and strengthening Social Security, rescinding No Child Left Behind and bringing our troops home from Iraq. I also mentioned that I will not stand for Congress losing sight of what the agenda must be -- solving the problems important to the middle class.

The last few weeks have seen our nation's economic and financial institutions in the most critical condition since the days in 1929 when the stock market crashed and banks failed sending the country into the Great Depression. This morning I came upon an online headline that read "Bush team, Congress negotiate $700 Billion Bailout". At first glance, the general public probably feels that this is welcome news. However, there are many troubling details about this plan by the lame duck Bush administration that the American people need to be aware of. Below are some of the details about the plan found online at http://apnews.myway.com/article/20080921/D93AVJUO0.html.

1. The rescue plan would give Washington broad authority to purchase bad mortgage-related assets from U.S. financial institutions for the next two years. It does not specify which institutions qualify or what, if anything, the government would get in return for the unprecedented infusion.

PA-05: McCracken for Congress -- Weekly Update -- July 20th, 2008

Reiterating My OPPOSITION to Tolling I-80 as PA Turnpike Commission Reveals Plans to Spend I-80 Toll Money:

This week the Pennsylvania Turnpike Commission released details of their plans to repair Interstate 80 using the funds generated from tolls paid by users of the highway. It was stated by the Turnpike Commission and their consultants that "An assessment of the interstate showed that more than half its length has not been repaved since it was built some 40 years ago". In press accounts, Barry J. Schoch, identified as Project Manager, also detailed plans to build a "cashless open road tolling system" that will utilize the EZ Pass system to collect a portion of the tolls. Mr. Schoch also described how vehicles not equipped with EZ Pass will have their tolls collected saying "a driver without E-ZPass will have his or her license plate photographed, generating a mailed-out bill for the vehicle owner". He also stated that this non EZ Pass system "is not currently used on any U.S. highway."

Clinton distances herself from anti-Obama Hillraiser

Hillary has distanced herself from Ricki Lieberman

"Also a former Clinton "Hillraiser" (meaning she raised more than $100,000 for the campaign), Lieberman is keeping her own private hope alive with a daily email blast to supporters, entitled "Electability Watch," which features a cascade of negative articles and other items about Obama as a means to argue that superdelegates should change their minds in Denver and crown Clinton the nominee instead.

A spokesperson for Sen. Clinton implicitly distanced the candidate from Lieberman's effort, telling the Huffington Post: "Senator Clinton fully supports Senator Obama. She continues to urge all of her supporters to get behind him. ... She continues to do everything she can to rally folks behind him. We don't support any effort that doesn't."

Still, Lieberman presses on each and every day with her emails, signing off each one with an exhortation for her audience to "GO GO GO!!!" in their efforts to contact and persuade superdelegates. While Lieberman would not reveal the number of people on her list, she bragged in one email that her organization is "beginning to reach SDs [superdelegates] thousands of times a week."

NRCC Chair in 7th District Today

National Republican Congressional Committee chairman Tom Cole has had a rough few months, his party having lost three straight special elections and lagging seriously behind in fundraising. But the Oklahoman is back on his proverbial horse, using the Fourth of July recess to hit the campaign trail on behalf of endangered Republican incumbents and promising challengers in the upper Midwest.

Today, Cole is in Michigan to stump with endangered Rep. Tim Walberg in a district that encompasses Battle Creek and the Ann Arbor suburbs. Walberg's Seventh District is a top target for national Democrats, who have high hopes for State Senate Minority Leader Mark Schauer (For more on the race, see Greg Bobrinskoy's write-up from last week).

It's not a lot, but it caught my attention. I hadn't heard anything about this visit, and it's not listed on Walberg's campaign website. My best guess is that means Congressman Cole is here to raise money. He's a low-profile party leader, who can lean on local contributors but isn't a high enough profile to justify a public event.

How helpful is someone like Tom Cole to Tim Walberg? Well, actually, not very helpful at all. He might accomplish something on this trip, but Cole has fundraising problems of his own-- namely, that he's bad at it.

The Myth of John McCain's Fundraising Disadvantage
A few days ago, I showed that despite John McCain's widely praised decision to accept public funding, about half of his general election budget will be funded privately with donations funneled through the Republican National Committee.

Even though the public finance system nominally limits McCain's post-convention spending to the $84 million he'll receive in public funds, those limits are relatively meaningless thanks to loopholes that allow him to spend RNC money as if it were his own.

When I wrote about this, I thought I was flagging something that the McCain campaign would have wanted to keep under wraps to avoid charges of hypocrisy. After all, individuals can give up to $28,500 to the RNC, more than twelve times as much as the $2,300 an individual is allowed to give to Obama's general election campaign.

It turns out that I was completely wrong -- for weeks now the McCain campaign has been publicly boasting that McCain-RNC fundraising activities are joint operations to raise money for McCain's general election campaign.

In fact, when McCain campaign manager Rick Davis gave a strategy briefing to supporters earlier this month, he explicitly noted that as far as the general election is concerned, there is no meaningful distinction between McCain campaign fundraising and RNC fundraising.

Davis argued -- correctly -- that to get a true understanding of who is leading the fundraising battle, one must look at the combined totals of each candidate and their party.

In other words, it's not the John McCain 2008 committee versus the Obama for America committee, it's McCain+RNC versus Obama+DNC.

And when you look at the numbers that way, the world turns upside down: John McCain is leading the fundraising battle, and it's not even close.

As you can see from this chart, John McCain and the RNC not only outraised Barack Obama and the DNC by more than 50% in May -- $45.9 million to $28.1 million -- they are also sitting on nearly twice as much cash-on-hand, $85.1 million to $47.1 million.

The bottom-line here is that the media have spun up a David and Goliath narrative about fundraising this campaign. They are partially right -- it is a David and Goliath battle, but they've got the roles reversed.

No matter what happened in the primary season, so far in the general election, it's John McCain whose got the fundraising advantage now.

And it's Barack Obama who is the underdog.

Now that the Obama campaign has turned its focus towards the general election against John McCain, leading Democratic fundraisers are predicting that Obama's fundraising could skyrocket even higher than it already has. Specifically, some predict that he could raise $100 million in June:

Leading Democratic fundraisers predict that Sen. Barack Obama (D-Ill.) will raise hundreds of millions of dollars over the next few months if he opts out of public financing and begins raising money for the general election.

Specifically, they say Obama could raise $100 million in June and could attract 2.5 million to 3 million new donors to his campaign.

These fundraisers say Obama could increase his fundraising dramatically because of three factors: a boost of enthusiasm among Obama donors following his clinching of the nomination; the migration of Sen. Hillary Rodham Clinton's (D-N.Y.) donors to his camp; and the mobilization of big Democratic donors who have given little so far this year.

Record-breaking projections give Obama strong incentive to pass up $85 million in public funds that his opponent, Sen. John McCain (R-Ariz.), has said he would accept.

May has been a busy month and it is more than half over. I have a few important things to announce this week.

1. CHANGES IN THE CAMPAIGN ORGANIZATION -- We are going to make several important changes to the campaign organization this week. These moves will bring in some new people with important knowledge, experience and expertise to the campaign and will change the roles of some people already involved with the campaign.
